TITLE: LARWIN COMMUNITY PARK RECOMMENDED ACTION: Approve the Larwin Park Conceptual Plan; direct staff to proceed with project processing including a Conditional Use Permit and environmental clearance from the Planning Commission; and direct staff and Consultant to proceed with final plans. ITEM EXPLANATION; Larwin Park is the second community park to be developed in the Northwest quadrant and is identified under the City's Growth Management Program. The Park is included in the City's Capital Improvement Program (C.I.P.) for development in fiscal year 91-92. The park site consists of 22 acres of sloping terrain including several canyons generally running north/south. A major utility easement also runs north/south through the site and carries overhead transmission lines (SDG&E) and an underground gas line. In 1987, the Parks and Recreation Commission and City Council approved a feasibility study for Larwin Park. The feasibility study included a conceptual plan depicting both active and passive recreational uses commensurate with other community park facilities. (Refer to Exhibit 1 for the Parks and Recreation Commission Minutes.) The landscape architectural firm of Van Dyke and Associates, who have been commissioned to provide park planning services for the City have developed a preliminary conceptual park plan. The park program includes the following amenities: One softball field (unlighted) One soccer field (unlighted) Three tennis courts (lighted) One outdoor basketball court (lighted) Overhead picnic structure Trail System Passive Open play areas o o o o o 0 Two tot lots o o 0 Restroom facilities o Parking facilities (Refer to Exhibit 2 for a reduced copy of the plan). 28 Page 2, AB #_ At the January Park and Recreation Commission meeting, the Commission directed staff to investigate several design issues relating to Larwin Park including: 1. Recreation uses under the power lines. 2. Incorporation of an access off of Vancouver Street. 3. The need for a traffic light at the park entrance. 4. Providing parking closer to the playfields. 5. Including bleachers at the ballfields. Staff and the Consultant have addressed these issues and will provide their findings at the Park and Recreation Commission meeting. On February 21, a neighborhood meeting will be held to informally present the Park Plan and to gather input from the residents surrounding the park. Staff will be presenting the neighbors' comments at the Commission meeting. FISCAL IMPACT Larwin Park is identified in the C.I.P. for development in fiscal year '91-92. Currently, 2.8 million is budgeted for the project. A preliminary cost estimate for the proposed design projects construction costs of 3.5 million. The C.I.P. is being updated and will incorporate the most current cost estimates for Larwin Park. Dave Bradstreet commented the members had Indicated to him there was no problem with the time limit, but now there seems to be a problem. Commissioner Wright added Levante, Stagecoach and Fuerte were fields that had been added since the problem with Cadencla was first discussed. He felt everyone concerned should be willing to give a little In order to reach some kind of a compromise. He also commented the problem originally was with soccer play. The noise level wouH not be as great with these children as It was durino soccer. The City's Job would be to schedule games at other fields, and schedule Cadencia last—with Saturday play to start at 10:00 a.m. and perhaps last until 3:00 or *:00 p.m. Commissioner Lawson stated the agreement did not limit play to Saturdays. The Intent was to have Cadencia available for practice, and the homeowners had said that was fine. The problem was with organized games. Parks 4 Recreation Commission returned the use of Cadencia Park to the committee to rework the agreement. D. Larwln Park Development Feasibility Study Dave Bradstreet reported the assignment to look at Larwln Park as far as the feasibility to develop had been completed, and he Introduced Bob Wilkinson of Rick Engineering, who explained the conceptual drawing for the area. Bob Wilkinson, Rick Engineering, oave a description of the topography of the park area and explained their concept for the development of that park. There would be ballflelds, a tot lot, picnic area, basketball courts, tennis courts, Indoor soccer and a trail system. In answer to Commission query as to a buffer for the Spinnaker Hills residents, Mr. Wilkinson explained the elevation would dropped for the ballflelds. There would be no community center and no lighted fields. The question was asked whether the ballflelds could be re- located away from the homes, and Mr. Wilkinson stated that would take away the parking area, which they felt was necessary at that location. A comment was made that the grading cost would be tremendous for creating the fields at a lower elevation. This would be jn Important issue to be solved before proceeding with the development of the park. However, he felt this was a qood plan, and ballflelds are needed in that quadrant. Mr. Bradstreet stated he was anxious to no forward with the acquisition of land In the southwest quadrant, but the money Is tied up with the Robertson property. With the approval of this conceptual development of Larwln, that money could he released. He recommended that be done, so the City could proceed with the acquisition of the land by Alta Mira. At the same time, a land assessment study could be made for the Larwln site. Parks 4 Recreation Commission accepted the preliminary conceptual plan for Larwln Park development, as presented. Parks 4 Recreation Commlssln requested the money now earmarked for the Robertson property be freed for acquisition of park land In the southwest quadrant. The Commission directed staff to meet with the pi-operty owners around Larwln Park before any more funds are expended to qet the their concerns with this plan and come back to the Commission with that Information. NEW BUSINESS; A. Joint Use Agreement Dave Bradstreet recommended the Commission approve Attachment D, an updated Agreement between the City of Carlsbad and the Enclnltas Union School District to Include La Costa Heights Elementary School. Parks 4 Recreation Commission approved the Agreement between the City of Carlsbad and the Enclnitas Union School District to include La Costa Heights Elementary School.
