ITEM EXPLANATION: The attached memo from the Parks Superintendent will outline the Arbor Day programs which will be occurring this month sponsored by the City of Carlsbad. FISCAL IMPACT; The City Council allotted $15,000 for these programs during the fiscal year 1990-91 Park Operations Budget. EXHIBITS: 1. Memo dated March 15, 1991 13 March 5, 1991 TO: ASSISTANT CITY MANAGER VIA: Parks And Recreation Director FROM: Parks Superintendent ARBOR DAY PROGRAMS Last budget year, the City Council members requested the Parks and Recreation Department pursue an active Arbor Day (tree planting) Program. As a result of this request staff outlined a program that was subsequently approved in the 1990-91 budget. The current program is two fold. One portion of the program was to give away 5 gallon drought tolerant trees to City residents. The second portion was to initiate tree plantings on City park and open space areas with the assistance of volunteers from community groups, Boy Scouts, Girl Scouts, community service organizations, and interested volunteers. In light of the current drought situation, the overall program has been re-evaluated. The department plans to continue with the tree give away project but encourages residents to use water conserving irrigation practices. (See attached sheet.) The second phase of this program will be postponed until a following year when the drought conditions are not as serious. The planting of young trees would take periodic watering in parks and open space, and would not represent a positive water conservation effort. The tree give away which began on March 4 is proving to be very popular. On Monday, we gave away over 70 trees. The press release was aired on Channel 8 news and KKOS radio station. Our goal is to give away 1000+ trees. O-*-~^\ DOUG DUlVfCANSONv_/ c: Parks Supervisor Fred Burnell dm 14 WATER/PLANTING TIPS The City of Carlsbad, along with the rest of Southern California has been experiencing a number of recurring years of severe drought which rainfall has been far below normal. The City, as of March 1, 1991, has set up a "Stage 5" water alert to help conserve as much of this precious resource as possible. Taking this into account, Carlsbad Parks and Recreation Department in celebration of Arbor Day 1991 will only be distributing drought tolerant trees that will thrive with little or no water during the normal dry season once they are established in the garden. The Parks Department would like each person being supplied with these drought tolerant trees to follow these simple guidelines to ensure a healthy long lived tree: 1. Make large basin, at least 3 times the size of the root ball when planting. 2. Use a mulch 4" to 8" thick in the basin. 3. Water deeply, but slowly, at least once a week using 5-1U gallons depending on soil type and weather conditions. •n*~- 4. By recycling bath, shower or dish water with buckets you can conserve water not only for your new tree, but also for the rest of your garden. 5. Another excellent way to conserve water is with the use of a drip irrigation system. 6. The use of polymers in the soil around your new tree is also highly recommended to conserve water. Having followed these guidelines you will have not only contributed to the environment, but will have established a tree that will grow and mature in years to come without the continuing need for artificially supplied water. lb
