ITEM EXPLANATION: Historically, the Mayor has had the ability to reappoint members of boards, commissions and committees, regardless of the number of terms they have served. It is now the Mayor's policy that members who have served two consecutive terms shall not be reappointed. However, the individuals may be eligible for reconsideration for any other City board or commission, and could be reconsidered for reappointment to the same board or commission after a two-year waiting period. Individuals initially appointed to the unexpired portion of a term would be eligible to be reappointed for two consecutive terms. EXHIBITS: 1. EXHIBIT 1 January 7, 1991 TO: City Council FROM: Mayor Lewis MAYOR'S POLICY ON APPOINTMENTS TO BOARDS AND COMMISSIONS State law provides that a directly elected mayor makes the appointments to most of the City's boards and commissions. The qualifications of prospective members and the process for their appointment is within the mayor's discretion. It has been suggested that the terms of people serving in local government should be limited. I do not agree, believing that ultimately is a judgment which should be made by the people at each election. However, because of expressions of concern from people whose opinions I value and recognizing commissioners do not directly stand for re-election and are therefore not judged by the people, I have decided to change my policy for making appointments. I will follow a general policy of not reappointing members of boards and commissions who have served two consecutive terms. An individual retiring after two terms will be immediately eligible for consideration for any other City board or commission and could be reconsidered for reappointment to the same board or commission after a two year waiting period. Individuals initially appointed to the unexpired portion of a term Would be eligible to be reappointed for two consecutive full terms. It is my intention to place this matter on the City Council's agenda as an information item so that everyone will be aware of my policy. Please let me know if you have any questions or concerns. When the policy is placed on the Council agenda I will also include a memorialization of our current unwritten policy of announcing vacancies, requesting applications and indicating my intention to appoint at a Council meeting two weeks in advance of the time the Council will be called upon to vote whether or not to confirm the appointment. The Council may wish to consider the advisability of adoption a similar policy for the Planning Commisr.ion and Design Review Board which are City Council appointments. BUD LEWI Mayor 18 EXHIBIT 2 t __ January 15, 1991 TO: MAYOR LEWIS FROM: Council Member Stanton APPOINTMENTS TO BOARDS AND COMMISSIONS Thank you for the opportunity to review your proposed policy on Appointments to Boards and Commissions. I have been one of those who has favored the policy of limiting Board and Commission representatives to two consecutive terms, and I concur with your policy regarding that matter. Recognizing the Mayor's appointment power is shared by the Council in regard to the Planning Commission, the Housing and Redevelopment Advisory Committee and the Design Review Board, I would propose that the Council consider adopting a two-consecutive limit for these bodies as well. I think adopting a similar policy in these instances would meet the goals you have outlined in this proposal. Please let me know if you would like any additional information on this subject.
