TITLE: LEO CARRILLO AUTOMOBILE/CARRILLO TRUST FUND BENEFIT (ACTION) RECOMMENDED ACTION: If the Commission concurs, give conceptual approval to proceed with negotiations for the use of Leo Carrillo's former automobile to be used in conjunction with a benefit for the Carrillo Ranch Trust. ITEM EXPLANATION: Mrs. Joan Kindle, Volunteer Curator for the Carrillo Ranch, is requesting the Commission's conceptual approval to proceed with the opportunity to procure the use of Leo Carrillo's former automobile currently owned and on display at the Imperial Palace Hotel and Casino in Las Vegas, Nevada. The attached memo will outline Mrs. Kindle's intent in further detail. After review of that memo by the City Manager's office, it was recommended that this issue come before the Parks and Recreation Commission for conceptual approval. If approval is given to proceed with negotiations, it is recommended by staff that the stipulations outlined in any agreement for the use of the Carrillo automobile come back before the Commission for review prior to a recommendation to the City Council. Preliminary contact with officials from the Imperial Palace indicate that they are cautiously optimistic regarding the eventuality of the use of 'Carrillo's automobile in an effort to promote the Carrillo Ranch Trust. Staff is also cautiously optimistic that the benefit can also become a reality. However, a number of details still need to be addressed prior to the return of this issue to the Commission for final approval. If the Commission concurs, staff will return with further information. If the Commission supports the concept, Mrs. Kindle could then pursue the idea with the owner of the car. FRANK MANNEN FM:kq cc: Mayor City Council City Manager Parks and Recreation Director February 15, 1991 TO: ASSISTANT CITY MANAGER FROM: Senior Management Analyst JOAN KINDLE - REQUEST Joan Kindle, Volunteer Curator for the Carfillo Ranch has recently expressed an interest in securing the use of Leo Carrillo's car which is currently owned by the Imperial Palace Hotel and Casino in Las Vegas, Nevada. Her thoughts are to provide the automobile for display at the Public Safety and Service Center during August 1991. She envisions display of the car being used to help promote a fundraiser in conjunction with what she has termed "Carrillo Days." In effect, "Carrillo Days" would be sometime during the month of August which is the month when the State of California archives authorizes the use of Carrillo memorabilia for display at the Carlsbad Library. You may recall a similar display at the Library last year. The fundraiser would be facilitated by a barbecue type event which would be staged in the ball park setting of the Safety Center. The use of the Safety Center was suggested for security reasons, which in all likelihood, would be required as a condition for use of Leo Carrillo's car. However, this entire scenario is all very conceptual at this time as Mrs. Kindle would be the first to agree. A great many details would need to be. arranged, principally the authorization from the Imperial Palace to secure the use of Carrillo's former automobile. In essence, what Mrs. Kindle is initially requesting is an indication from the City Manager's office regarding the City Council's disposition relative to this matter. If the Council could support such an idea then Mrs. Kindle has stated she would pursue the issue with representatives from the Imperial Palace. I would suggest that if Mrs. Kindle receives positive affirmation and pursues the issue, that any regulations regarding the use of the automobile be reviewed by appropriate staff members and the parks and Recreation Commission prior to final presentation for approval by the Council.
