PARK REQUIREMENTS (INFO)
RECOMMENDED ACTION:
Receive information regarding the status of Alga Norte Park and park requirements within
the southeast quadrant.
ITEM EXPLANATION:
In order to maintain compliance with the park performance standard of the Growth
Management program in the southeast quadrant, it will be necessary to complete
construction of at least 13 acres of parkland in that quadrant by March of 1993. As you are
aware, the community park planned for development in that quadrant is the Alga Norte site.
The development of the Alga Norte site by 1993 is at this time questionable due to
limitations created from the inability to access the site. The future construction of Carrillo
Way will ultimately provide access to the park site identified as Alga Norte. However, the
anticipated completion of this roadway is not foreseeable within the near future (1993). The
Growth Management division has requested Parks and Recreation Department staff to
coordinate necessary park development in this quadrant with the Fieldstone Company in
order to insure the performance standards of the Local Facilities Management Plan (LFMP)
will be met by March of 1993. The Growth Management division, Parks and Recreation
Department and Fieldstone Company have been meeting in a cooperative effort to resolve
this issue in a timely fashion. Preliminary discussions have been directed towards providing
a temporary park facility which would meet the requirements of the LFMP as well as the
needs of the community until such time as the permanent Alga Norte park site can be
developed and accessed. As part of this process, a request of this department is to positively
establish the exact location of the future Alga Norte park site so that preliminary plans to
develop the site can begin as soon as it is appropriate.
The Fieldstone Company is currently in the process of providing constraints analysis on two
sections of land in the approximate location of the future park site as we know it. (Refer
to attached.) The analysis of the two sites as well as conceptual park development plans will
be presented for Commission consideration at a future date. Concurrently, Fieldstone is
developing conceptual plans for a temporary park facility which will also be presented to this
Commission for approval. This entire concept in an effort to guarantee that the park
performance standards in the southeast quadrant will be met by March 1993 is subject to
Parks and Recreation Commission approval and recommendation for ultimate consideration
by the City Council.
Staff will present a verbal update and will be available to answer any particular questions
the Commission may have regarding this issue. It is anticipated that final approval for this
entire concept will be before the Parks and Recreation Commission by July 1991.

Status of Alga Node Park Planning Effort
During the past several months Community Development staff and Parks & Recreation
staff have been meeting on the subject of Alga Norte Park in order to facilitate a focused,
high priority planning effort. As a result of these meetings, Parks & Recreation staff has
defined two alternative locations for the park within Zone 10. These two alternative sites
are shown very generally on the attached map. In order to evaluate these two sites
further, it was determined that a constraints analysis of each site should be provided by
the owner of the property, the Fieldstone Company.
On January 17,1991, staff met with Doug Avis of the Fieldstone Company (jofeview the
two alternative sites and explain the need for the constraints analyses. Mr. Avis
expressed Fieldstones interest in working cooperatively with the City in this effort. He
indicated that they have been working on this same question independently and have
arrived at a determination of their preferred park site. The site shown as staff Alternative
#1 on the attached map is the site Fieldstone has tentatively selected. Although staff is
not yet ready to agree that Alternative #1 is the best site, it is at least encouraging that
Fieldstone and the City are thinking along similar lines. The constraints analyses are still
necessary before staff can formulate a recommendation to present to the Parks and
Recreation Commission.
A key factor in the selection of the park site will be the alignment of Carrillo Way. The
park should be close to the road for access, but the road should not cut through the
park. Thus, in addition to looking at the environmental constraints for each site, staff will
also be coordinating with the Engineering Department on the alignment question.
In order to maintain compliance with the Growth Management standard, it will be
necessary to complete construction of at least 13 acres of park in the Southeast
Quadrant by March 1993. At the meeting with Mr. Avis it was generally agreed that it is
probably not possible to select the ultimate site and construct improvements at that site
within the available time. One of the primary reasons is that Carrillo Way is necessary for
access to the park, and it appears unlikely that the road could be constructed within the

required timeframe. Therefore, the possibility of an interim park site was discussed. Mr.
Avis suggested that staff look at the feasibility of an interim park on land owned by
Fieldstone adjacent to the future alignment of Rancho Santa Fe Road. Staff is now
exploring that concept, and a report will be provided when that analysis is complete.
Staff will also be investigating whether it is possible to expedite setting the alignment of
Carrillo Way to aid in specifying the preferred park site.
