HP. l&- CITY ATTY^O CITY MGR?£\- o< I RECOMMENDED ACTION: Review proposed term lengths (Exhibit 1) and direct City Attorney to prepare documents necessary to implement the proposed changes. ITEM EXPLANATION The City Council recently adopted Council Policy Statement Number 47 which limits appointments to two consecutive terms for Planning Commission, Design Review Board and Housing and Redevelopment Advisory Committee Members. In January, 1991, the Mayor indicated that it will be his policy to limit appointments to all Boards, Commissions and Committees to two consecutive terms. Staff was also directed to evaluate current term lengths to determine what could be done to bring more continuity to the terms of Boards, Commissions, and Committees. Establishing four year term lengths would bring this continuity to terms. The only exception to the four year term length would be the Design Review Board. It is recommended that Design Review Board Member terms be increased from one to two years due to the staggered terms members serve on their qualifying committee and commission. (Members must be serving on either the Planning Commission or Housing and Redevelopment Advisory Committee.) These changes hi term length will apply only to new appointments. If the City Council so directs, City Attorney will prepare documents necessary to implement the proposed changes. FISCAL IMPACT None. EXHIBITS 1. Current and Proposed Terms ,4 EXHIBIT 1
