FOUNDATION RESPONSE TO
PLANNING COMMISSION
MINUTES JULY 19, 1991 (INFO)
RECOMMENDED ACTION:
Accept and file.
ITEM EXPLANATION;
As a result of Parks and Recreation Department staff presentation to the Planning
Commission regarding the 1991 Parks and Recreation Element, comments were made with
respect to the Commission's past action regarding the Carlsbad Arboretum Foundation's
proposal. As you may recall, the Arboretum Foundation's proposal relative to the Carrillo
Ranch was presented several years ago to the Parks and Recreation Commission. At that
time, the Commission's action was to approve in concept of the arboretum. However, it
was the Commission's recommendation that the Carrillo Ranch not be included within the
arboretum's boundaries in an effort to allow public visitation to the Carrillo Ranch at all
times and not be restricted by a user fee as part of the arboretum.
It appears that the proposed arboretum concept, specifically the ownership thereof, has
changed since the Foundation's presentation to the Parks and Recreation Commission.
In any event, the attached letter from Catherine Daugherty, President of the Carlsbad
Arboretum Foundation Inc., will explain their desire to respond to comments made by
staff during the 1991 Parks and Recreation Element presentation.

Dear Commissioners,
In response to Mr. Keith Beverly's comments on page eight
(8), paragraph three (3), of the subject document, (i.e.,
"While the Commission agrees in concept, they do not want to
give up the ranch site or restrict it to an arboretum be-
cause they want it open to the public.")
As we have stated on numerous occasions, the foundation is
classified as a non-profit, public benefit corporation by
the State of California and the Federal Government. The
Foundation's sole purpose is to promote the arboretum con-
cept and provide support to the City in obtaining funds for
its' development, operation and maintenance. Like the
Carrillo Ranch, the Arboretum would be owned by the City
and open to the public.
