TITLE- COMMISSION REQUEST -
RECREATION SURVEY (ACTION)
RECOMMENDED ACTION:
Appoint members to a subcommittee for establishing the need, purposes and
objectives of a Parks and Recreation Survey and recommend to the Commission a
proper procedure in which to produce an effective survey document.
ITEM EXPLANATION:
This issue was discussed by the Commission during the September meeting, and the
issue was directed to be presented again during the October meeting for further
Commission action.

PARKS AND RECREATION COMMISSION REQUEST (CASTNER)
Commissioner David Castner called me on September 19, 1991, and requested that I
notify the City Manager's office that he and the Commission would like a Parks and
Recreation survey done.
He is suggesting that this survey be coordinated by the consultant that is being hired by
the Planning Department who will be working on the upcoming General Plan review
program.
Dr. Castner further stated he and the Commission wanted a good survey that included
all age groups of our community.
At the last Commission meeting, held on September 16,1991, the Commission voted 5-0
to appoint a subcommittee to research the need for a survey and its methodology. The
Commission also requested this subject be brought back to the October Commission
meeting for further discussion.

PARKS & RECREATION COMMISSION REQUEST FOR A SURVEY
Thank you for the memo dated September 23, 1991 indicating that the Parks & Recreation
Commission would like a Parks & Recreation survey done. I noted in the memo that the
Commission appointed a subcommittee to research the need for a survey and it's
methodology and that the subject would be brought back to the Commission in October
for further discussion.
The purpose and objectives of the survey are not clear in the memo. It would be useful
to have the Commission define what purpose the survey would serve and how the
information would be utilized. Depending upon the purpose and objectives, a number of
different alternatives might by considered for conducting such a survey. SANDAG has
experience in conducting surveys for local governments and may be a resouce for further
information.
