MONTHLY REPORT FOR OCTOBER-NOVEMBER 1991
The Parks and Recreation Commission's review of the development plan for Lanvin
Community Park is currently undergoing further staff analysis. Once staff has had the
opportunity to review all options relative to prior Commission questions regarding the park
development, the item will be placed on the agenda for their consideration. It is anticipated
this item will not return for action by the Commission until January or February 1992.
Parks and Recreation Department staff have been attending several community meetings
held with regards to the General Plan Update. Currently, four community workshops are
taking place, one in each quadrant of the City. Although each of the 11 elements in the
General Plan are being discussed by community residents, department staff are present to
assist in answering any particular questions that may arise regarding the Parks and
Recreation Element, current operations or future plans. Although the Parks and Recreation
Element was recently adopted by the City Council in September, the General Plan review
may result in amendments to that document.
Department staff have been preparing a report in response to the Council's direction relative
to the Northwest Quadrant Park Enhancement issue. The Park Development Coordinator
has prepared a conceptual design for several projects incorporating Hosp Grove, and the
south shore of the Buena Vista Lagoon extending from the Buena Vista Duckfeeding area
to the Pacific Ocean. Several other projects have been outlined in terms of acquisition and
development costs as well as ongoing maintenance and operation costs. Alternative tax
assessment dollar amounts have been identified specifically within the Northwest Quadrant
for the possibility of creating a Community Facilities District in an effort to finance the
proposed projects. A report to the City Council is pending and anticipated to appear before
Council by late November, early December.
The Park Maintenance division has recently concentrated some of their operation efforts at
the Buena Vista Lagoon in order to eliminate an infestation of water hyacinth. The Parks
Department is currently working with the State Fish and Game Department to eradicate the
hyacinth through a series of herbicidal spraying. The initial spraying was applied on Friday,
November 1st with a secondary application scheduled for the latter part of November. It
is possible that a physical observation and treatment of the lagoon for the ultimate
elimination of this plant species could require as much as five years.
The Irrigation division of the Parks Department has successfully completed the computer
linkage of the centralized irrigation control system to Stagecoach Park. The irrigation
operation at the park site can now be controlled from the Administration office.

The Special Events division of the Recreation Department is staging the annual Junior High
Youth Winter Dance on December 6th at the Harding Street Auditorium from 7:00 to 10:00
p.m. Advance ticket price is $4.00 or $5.00 at the door.
Youth Sports is currently in the midst of a record-setting Youth Basketball registration
period. More than 700 youths (boys and girls) will participate in the basketball program
during the months of December continuing through March. An additional division has been
created this year to provide an opportunity for high school-age kids to also participate in this
most popular recreation event.
The Adult Sports division is currently wrapping up the fall Softball season with play-offs
scheduled for later in November. Towards the conclusion of the softball season, the Adult
Basketball program will commence with 36 men's teams beginning competition in early
January 1992.
The recent Gerico Restaurant Golf Tournament/Dinner raised $4,867 to benefit the Senior
Center. The Center will soon be implementing some innovative new classes during their
winter schedule. Some of the new classes will include embossing handmade gifts for the
Christmas season; Origami, that age old art of Japanese paper folding; and a Christmas
chocolate delight class.
