MONTHLY REPORT FOR DECEMBER-JANUARY 1991-2
FY 1992-93 Budget: Department staff have met several times over the past week to discuss
budget strategies for the upcoming fiscal year in anticipation of the annual Parks and
Recreation Department maintenance and operation budget. Staff will be concentrating their
efforts over the next several weeks in order to submit the Department's budget for
consideration and review by the Finance Department and the City Manager's office.
Although the directions outlined in the Finance Department's budget manual call for a
submittal date of January 31st, 1992, that date is subject to change. Regardless, staff will
be reviewing the proposed departmental budget with the Parks and Recreation
Commission's Budget Review Subcommittee. Based upon information from the Finance
Department and in light of the difficult economic times currently being experienced, we are
once again anticipating stringent budgetary controls.
Northeast Quadrant Parks/Larwin Park Agenda Item: Pursuant to the Commission's
request for additional information regarding additional park acquisition/development within
the northeast quadrant, staff has met with members of the development community and
representatives of the Carlsbad Unified School District. Efforts have been concentrating on
alternatives relating to the possibility of securing additional land within the quadrant for use
as active playfields. Staff will be returning with this item to the Commission for further
consideration once we have formalized a staff report with any available alternatives.
Beach Lifeguard Request: Following a citizen's request to the Parks and Recreation
Commission in November, and based upon their action, staff is investigating alternatives of
addressing lifeguard concerns on the stretch of beach property extending from Ocean Street
north to the Buena Vista Lagoon. Initial meetings with representatives of the local State
Parks and Recreation District have resulted in our Department submitting an official request
to the State of California to provide cost estimates for lifeguard service. The Department
is awaiting official response in order to further pursue this issue and formally respond to the
Commission with a written report.
Alga Norte Park Site/Southeast Quadrant: City staff representatives from the Parks and
Recreation Department, Growth Management division, Planning Department, and Municipal
Projects recently met with representatives of the Fieldstone Company to receive a park
proposal for the Alga Norte site. After this initial meeting, City staff met among themselves
to further evaluate the park proposal. The consequences of that meeting have resulted in
staff preparing a number of questions necessitating further explanations by Fieldstone
regarding the park proposal. Once staff has a satisfactory knowledge of the ramifications
involved with the proposed property offered for park dedication, this issue will be presented
to the Parks and Recreation Commission for their review and recommendation to City
Council.
Batting Cage Update: The Recreation Superintendent has been meeting with
representatives of the La Costa Youth Organization and City staff members including the
City Attorney, Assistant Planning Director, Risk Manager, Traffic Engineer and Purchasing
Officer in an effort to pursue the development of a batting cage facility at Stagecoach Park.
To date, the development of a batting cage facility has been administratively approved by_
the Planning Department. Legal concerns relating to the volunteer construction of the

facility by La Costa Youth Organization is currently under review and consideration. Risk
and liability concerns are also under review by the Risk Manager's office. The Traffic
Engineer has suggested possible modifications to parking and traffic flow may be necessary.
Department staff is currently drafting a use agreement for the batting cage facility as well
as a donation agreement for the dedication of that facility to the City of Carlsbad. As soon
as specifics of all these issues have been resolved, staff will report to the City Manager's
office in anticipation of a presentation to the City Council.
Water Hyacinth: It appears that the recent hyacinth infestation of the Buena Vista Lagoon
seems to be well under control. Physical observation of the lagoon environment indicates
that the recent spraying has controlled the expansion of the hyacinth species. However, the
recent rainfalls and surge of water into the lagoon have increased the potential spreading
of this plant. Further observation will be necessary in order to assure that the elimination
has been successful.

Heart Throb: The youth division of Special Events is in preparation of the Annual
Valentine Day Dance to be held Friday, February 14th. The junior high school dance will
be held from 7 to 10 p.m. at the Harding Street Auditorium, and they are expecting 250
junior high school youths.
Youth Golf: Saturday, February 22nd, from 9 to 11:30, will be the day for the Special Events
division's Annual Youth Golf Clinic. The event will be held at the Rancho Carlsbad Golf
Course free of charge to kids ages 8 to 18. The division is expecting 120 kids to participate
in this popular learning sports clinic.
Older, Wiser & Better Looking: The Senior Program ended 1991 with a week-long, second
year anniversary celebration featuring displays by Life Writing and the Art Quilt Group and
ended with a free dance. They're looking forward to the new year with plans for many new
activities and classes, including Spanish, Game Day, VCR Operation, World Events
Discussion Group, Fashion Show, and much more!
