TITLE- DIRECTOR'S REPORT (INFO) RECOMMENDED ACTION: Accept and file._ ITEM EXPLANATION: Attached is the Director's Report for February - March 1992. EXHIBIT: 1. Director's Report - February/March 1992 008 February 19, 1992 TO: PARKS AND RECREATION DIRECTOR FROM: Senior Management Analyst MONTHLY REPORT FOR FEBRUARY-MARCH 1992 Park Tour: A number of Parks and Recreation Commissioners recently attended a tour of park facilities located throughout Southern Orange and San Diego Counties. The tour was encouraged by the park design consultants and supported by the Municipal Projects division. The primary focus of the tour was to familiarize Commissioners with park sites similar in scope to the future Alta Mira Community Park. Of special interest were the community center/gymnasium and tennis complex designs and operations. Beach Accesses/Time Lock Gates: Council recently authorized staff to prepare documents for the installation of time lock gates at the Ocean Street beach access. Although previous Council action authorized time lock gates at the Grand Avenue and Beech Street accessways, the Coastal Commission application will include all three requests, and the approval for actual construction will require their action. FY 1992-93 Department Budget Submittal: Department staff have submitted the Parks and Recreation Maintenance and Operation budget request for FY 1992-93. Due to difficult economic times and strict budget preparation guidelines, the Department has submitted a request for approximately 9% below last year's operating level. The principle areas which anticipate significant impacts will be Park Maintenance and Operations and Fee Supported Recreation Programming. California Parks and Recreation Society (C.P.R.S.) Award: Gail Watts, Recreation Supervisor II, received the coveted C.P.R.S. District XII Service Award for outstanding contribution within her district. Gail was instrumental in orchestrating a fantastic workshop benefitting a large number of Parks and Recreational professionals. Workshop seminars featured training in aquatics marketing, computerized irrigation systems, solicitation of donations and promoting volunteerism -- just to name a few. Congratulations Gail for an excellent job. General Plan Update/Recreation Survey: The Planning Department has received the results for the survey of Carlsbad residents which was performed as part of the ongoing General Plan update. Department staff is working with the consultant group engaged to assist with the completion of the updated General Plan. Results are currently being compiled and tabulated for interpretation and application. Planning staff will soon be meeting with Parks and Recreation Department staff to review the results so the information can be relayed to the Commission's Recreation Survey Subcommittee. Special Events: The Valentine's Dance held on February 14, 1992, at Harding auditorium was attended by 260 junior high sweethearts that danced to their favorite artists. On Mafsh 22nd, local pros instructed another successful Youth Golf Clinic at the Rancho Carlsbad golf course with the participation of 120 youths, ages 8 to 18.
