ITEM EXPLANATION:
A subcommittee of the Open Space Advisory Board has taken to task the formation of
an Open Space and Conservation Resource Management Plan. To the extent the
management plan effects the Parks and Recreation Department, the formation of the
draft document and the interests of the Parks and Recreation Department have been
well represented by Kim Welshons, the former chairperson of the Parks and Recreation
Commission. In addition, Courtney Heineman, the newly appointed Park and
Recreation Commissioner has also been instrumental in the formation of this document,
having actively served on the Open Space Advisory Board for several years and has
also assumed an active role on this subcommittee. Terry Woods, the Planning
Department's staff liaison to the Open Space Advisory Board will deliver a presentation
outlining the draft proposal and incorporate or forward any comments that the Parks
and Recreation Commission may have regarding this document.
Please note, only Parks and Recreation Commissioners agenda packets will receive the
draft proposals. • Due to the extensiveness of the document, copies for citizen or staff
review will be made available at the Parks and recreation Department or Planning
Department.

DRAFT OPEN SPACE AND CONSERVATION RESOURCE MANAGEMENT PLAN
Enclosed, please find a copy, in part, of a draft Open Space and Conservation Resource
Management Plan as prepared by a subcommittee of the Open Space Advisory Board.
This document represents, in the Open Space Advisory Subcommittee's opinion, what
the Citywide priorities are for open space. In addition, there is a Summary included
within, of what the open space priority is for each of the City's 25 zones as outlined in the
Local Facilities Management Plan.
The subcommittee which has prepared this document has several representatives of the
Open Space Advisory Board, one of which is Kim Welshons, the Chairperson of the Parks
and Recreation Commission. Commissioner Welshons has taken an active role in the
preparation of and has well represented the Parks and Recreation Department's interest
in the formation of this document. For the most part, Commissioner Welshons has been
an information source and has relied upon staff input to be assured that information
contained within represents an accurate reflection relative to Parks and Recreation issues.
As Parks and Recreation Commissioners, you are being requested to review the enclosed
material and comment, if any, on the proposed open space priorities. The first page of
the information contains a public notification of community workshops regarding an Open
Space and Conservation Resource Management Plan. Although you are being asked to
forward any comments to me so I may submit them to the staff liaison to the Open Space
Advisory Committee, you are also encouraged to attend any of the workshops scheduled
to be held January 27th through January 30th.

Although this issue was originally requested to be presented to the Parks and Recreation
Commission during the January meeting, it was recommended by our staff that the draft
document be presented during the February Commission meeting. However, the
February Commission meeting had been postponed until the fourth Monday of the
month, and the Open Space Advisory Board is anticipating to take official action
regarding this document on February 20th. Because the Parks and Recreation
Commission meeting will not be held until after the anticipated action by the Open Space
Advisory Board, it is imperative that should you have comments or questions regarding
input of this document that they be forwarded to myself or be submitted during the
community workshops in the latter part of January.
