TITLE: GRANT APPLICATION/CARRILLO RANCH (ACTION) ..^COMMENDED ACTION: (ru^Lo^ d.^a^dC QJW^^MK^ sA&uti*0^ Pending approval by the City Managers office, consider endorsement by the Historic Preservation pommission regarding proposed grant application and take appropriate action. ITEM EXPLANATION: During the January Historic Preservation Commission meeting, the commission endorsed a grant application which is the subject of the attached memo (Exhibit 1). Essentially the proposed grant application is a request for a federal allocation through a Certified Local Government grant (LCG) to hire a consultant to assist staff and the Carrillo Ranch subcommittee to prepare an interpretive perspective/facilities use analysis for the Carrillo Ranch. Additional funding request would allow for representatives of the Historic Preservation Commission to attend an annual conference. Because stipulations of the grant award require a 50% local match from the recipient, the proposal is recommending that the local match be derived from the City's Carrillo Ranch Trust Account. Although local match requirements would result in a City responsibility to match $10,000, it is suggested that $6,000 be secured from the trust fund, with $3,000 being derived from in kind services (staff time, etc.) and $1,000 being pledge from the Historic Preservation Commission budget. Currently, the existing plans as outlined in the Capital Improvement Program Budget call for the expenditure of planning funds for the Carrillo Ranch to be allocated during 1993-94. The anticipated expenditure for planning, design, specifications etc. are $250,000. The request for action before the commission is: 1. Does the commission desire to endorse the grant application totalling $10,000, with a required local match of $10,000, equalling $20,000 for advanced planning in light of the current C.I. P. and; 2. Does the commission desire to obligate the Carrillo Ranch Trust for a total of $6,000 to provide for a portion of the required local match. ALTERNATIVES: 1 . Defer grant application to another year to coincide with the current C.I. P. 2. Request matching requirement be derived from C.I. P. budget. 3. Request required match be derived from alternative source (i.e. General Fund, Park-in-Lieu, Advanced Park Planning). 4. REoyEST I am requesting authorization to apply for a Certified Local Government (CLG) Grant in the amount of $10,000. Of this, $9,OOQ would be used to hire a consultant to assist staff and the Carrillo Ranch Sub-committee prepare an interpretative perspectus/facilities use analysis for the Ranch and $1,000 would ba used for staff and the Historic Preservation commission to attend the annual Historic Preservation Conference in Eureka (or other qualifying conference) . The grant requires a 50 percent match. Matching funds for the consultant would come from the Carrillo Ranch Trust Fund ($6,000) and in-kind services (staff and volunteer time) ($3,000). The $1,000 match for the Conference would be the Historic preservation Commission 91-92 Operating Budget. Grant application deadline to apply is March 31, 1992. Funds must be used by August 31, 1993. EXPLANATION The City has been a Certified Local Government (CLG) since 1986. One benefit of being a CLG is the ability to apply for Federal Grants through the State Office of Historic Preservation. Carlsbad is one of sixteen CLG cities in.the State competing for this years m funding of $148,409. • X In the past, grants have been used to assist in development of the HHJ Historic Sites inventory, preparation of Archeological Guidelines, CCJ placement of the Santa F* Depot on the National Register and for HH staff and the Historic Preservation commission to attend _j conferences. Matching funds hava been Community Development Block Grant and the Commission's Operating Budget. . .030 *-* This year, grants would be requested for hiring a consultant to assist staff and the Carrillo Ranch Sub-committa* in the development of an interpretive perspectus/facilities use analysis for the Ranch ($9,000) and staff/Commission to attend the annual California Preservation Foundation Conference in Eureka ($1,000). Current balance of the Carrillo Ranch Trust Fund is $8,996, Of this, $6,000 would be pledged as match with $3,000 in-kind services for a total of $9,000 match. It is possible that in-kind services would exceed $3,000 resulting is less actual dollars from the Trust Fund being used, The interpretive perspectus/facilities use analysis would be developed in order to meat th* goals of the Carrillo Ranch Sub- committee; the Historic Preservation Commission, Parks and Recreation Commission and the Arts commission. The 91-92 Historic Preservation Operating Budget - Travel Account balance is $1,760, Of this $1,000 would be used to match a $l,ooo CLG grant making $2,000 available for staff and the Commission to attend the annual conference in Eureka during April or May 1992.
