ITEM EXPLANATION: Please refer to attached Parks and Recreation Commission Summary Report for the February Meeting. EXHIBIT: 1. Summary Report for the February 1992 meeting. March 11,1992 TO: MAYOR LEWIS MAYOR PROTEM KULCHIN CITY COUNCIL MEMBERS FROM: Parks and Recreation Director SUMMARY REPORT OF PARKS AND RECREATION COMMISSION MEETING 2/24/92 CONSENT CALENDAR ITEMS - Approved unanimously (7-0) 1. AB #292-1 DIRECTOR'S REPORT - February - March 1992 2. AB #292-2 SUMMARY REPORT - January 20, 1992 Parks and Recreation Commission meeting 3. AB #292-3 ACCEPTANCE OF DONATION The Commission received donations ($405) benefiting the annual Youth Golf Clinic and recommended acceptance by the City Manager's office. 4. AB #292-4 OFFICIAL LETTER OF RESIGNATION The Commission accepted a letter of resignation from the Parks and Recreation Commissioner, Kim Welshons. PUBLIC HEARINGS: None. DEPARTMENTAL REPORTS: 5. AB #292-5 ELECTION OF PARKS AND RECREATION COMMISSION OFFICERS The Chairperson elect of the Parks and Recreation Commission for the remainder of the 1992 calendar year was Dr. David Castner, and the Vice-Chairperson elect was Ramona Finnila. 6. AB #292-6 COMMITTEE ASSIGNMENTS A motion was made and unanimously passed (7-0) that individual Commissioners should notify the Chairperson as soon as possible, identifying which committees they are interested in being appointed to, so that prior consideration by the Chairperson can be made. Appointments will be announced during the March Commission meeting. 7. AB #292-7 DRAFT OPEN SPACE AND CONSERVATION RESOURCE MANAGEMENT PLAN After staff report, Commission discussion and comments, a motion was made and unanimously passed (7-0) to accept the staff report and continue further processing of the draft document. 8. AB #292-8 GRANT APPLICATION/CARRILLO RANCH By a vote of 6-1, the Commission recommended that no further action be taken in regards - to the grant application at this time. The reason stated for this action was that, at this time, the grant application to provide consultant services for the design of the Carrillo Ranch is premature. ETYUTDTT 1 16 Page 2 9. AB #292-9 COMMITTEE ASSIGNMENT A motion was made and approved to request of the Arts Manager that two Parks and Recreation Commissioners be appointed to the committee which will review the artist selection and art work for Alta Mira Park. The two Commissioners appointed were Courtney Heineman and Cindy Ward. 10. AB #292-10 STATUS REPORT/ALTA MIRA PARK The Commission received a staff report which outlines several design alternatives for the proposed Alta Mira Community Park site. 11. AB #292-11 PARKS AND RECREATION DEPARTMENT MAINTENANCE AND OPERATION BUDGET FOR FISCAL YEAR 1992-93 By a unanimous vote of 6-0, the Parks and Recreation Commission recommended to accept staff's proposed budget including various budget cuts. The Commission also recommended that if there are any additional funds added back to the City budget, such as in the case of a windfall situation, that they be directed to accounts and programs that are revenue-producing.
