IITLE: SUMMARY REPORT (ACTION) RECOMMENDED ACTION: Accept, approve and file. ITEM EXPLANATION: Please refer to attached Parks and Recreation Commission Summary Report for the March Meeting. Summary Report for the February 1992 meeting. 06 March 18, 1992 ^ TO: MAYOR LEWIS-^ ^ MAYOR PROTEM KULCHIN CITY COUNCIL MEMBERS FROM: Parks and Recreation Director SUMMARY REPORT OF PARKS AND RECREATION COMMISSION MEETING 3/16/92 CONSENT CALENDAR The following items were unanimously approved. 1. AB #392-1 DIRECTOR'S REPORT - March - April 1992 2. AB #392-2 SUMMARY REPORT - February 1992 3. AB #392-3 RECEIPT OF DONATION - Carrillo Ranch Trust PUBLIC HEARINGS - None. DEPARTMENTAL REPORTS 4. AB #392-4 LEVANTE PARK PETITION The Commission unanimously directed staff to continue to work cooperatively with the Levante Park Neighborhood Group and community sports organizations in an attempt to address and resolve the concerns of the residents who reside near the park. 5. AB #392-5 LARWIN PARK The following motions regarding this item were as follows: Recommend to the Council the adoption of Plan C (a more passive concept) and proceed with the development of the park site (6-1). Recommend to the Council that the Parks and Recreation Element be amended to identify additional park enhancement opportunities in the northeast quadrant (7-0). Recommend the City take immediate steps towards acquisition of additional park land through Park-ln-Lieu dedication which will provide 20± acres for ballfields which were deleted as identified in Plan A and to provide for ancillary amenities (6- 1). Recommend that the use of-school sites not be utilized to offset the loss of additional ballfields (7-0). 6. AB #392-6 GENERAL PLAN SURVEY UPDATE The Commission received a brief update regarding the progress and survey results of the General Plan Update. EXHIBIT 1 - 07 Page 2 , f (,w J 7. AB #392-7 LIFEGUARD ISSUE By a vote of 5-2, a recommendation was approved that plans be made immediately to fund a jet ski patrol with the idea that in the future, funds permitting, the City expand to lifeguarding on the beach. (As outlined in the report to Commissioners and, as was the intent of the motion, the jet ski patrol was to be implemented in conjunction with the vehicular beach patrol at an estimated cost of $55,000 per year). 8. AB #392-8 COMMITTEE APPOINTMENTS The Commission members unanimously accepted appointments to various committee assignments for 1992 (7-0).
