TITLE: ALTA MIRA PARK (ACTION)
RECOMMENDED ACTION:
Accept staff project report, review park alternatives and adopt "PLAN A." Direct staff
to forward the recommendation to the City Council and to proceed with development
of Alta Mira Park.
BACKGROUND:
On December 3, 1 991 , the City Council awarded a contract with the Dike Partnership,
landscape architects, and their design team, to begin the park planning process for
Alta Mira Park. Staff and the consultants have been meeting bi-weekly, and park
design progress to date has been substantial. Several alternative plans have been
developed showing similar programs but slightly different layouts. The general park
program is as outlined in Exhibit 2.
On March 1 1th, the City sponsored an "open house" from 3 p.m. to 8 p.m. to present
work to date on the park design. Approximately 200 members of the community
attended and provided valuable input into the design process. Three (3) alternative
park layouts were presented at the open house, "Plan A, B, and C." The majority of
those present indicated a preference for "Plan A." (Refer to attached memo, Exhibit
ITEM EXPLANATION:
Subsequent to the "open house," the consultants have further refined the alternative
park plans based on public comments and staff input. They concentrated their efforts
on Plan A due to the preference of the general design features of this plan by staff
and the public. The culmination of this effort has produced two variations of "Plan A"
(A, and A2). (Refer to Exhibit 3.) The two variations are similar with "Plan A2" having
an additional ballfield and less passive areas than "A,."
Staff will make a complete report on the progress to date and will review the
alternative plans and recommendation at the meeting.
FISCAL IMPACT:
The 42-acre Alta Mira Park has been identified in the Capita! Improvement Program
(CIP) to be developed in three (3) phases, as follows:
PHASE I (92-93) - _ 5.6 million
Grade the total site...and construct all improvements except the tennis
center and community center/gymnasium. (Phase I may include a
portion of the tennis courts.)
PHASE II (95-96) - _ 3 million
Construct the tennis center (remainder of the tennis courts , the "center
court," and the tennis clubhouse). ~

PHASE III (96-2001) - 3 million
Construct the community center/gymnasium.
TOTAL PROJECT COST: 11.6 million
NOTE: The Commission is being asked to take action on the Alta Mira "Master
Plan" which includes conceptual design for all three phases.

ALTA MIRA PARK OPEN HOUSE
On Wednesday, March 11, 1992, the City sponsored a public information meeting or
"open house" related to the upcoming Alta Mira Park project. The purpose of this
meeting was to introduce the public to the park design process, related issues, and to
gather public input for park design purposes. The meeting was staffed by members of
the Parks and Recreation Department, Municipal Projects, and the park planning
consultant design team.
The meeting was held at the Public Safety & Service Center, from 3 p.m. until 8 p.m. The
extended period of time was provided to accommodate a wide spectrum of the public.
The large room was decorated with many exhibits showing the park planning process
underway for Alta Mira. Approximately 15 colored exhibits were displayed which helped
the public understand progress to date on the park design. Staff and consultants were
positioned around the room to assist people by explaining the meaning of each of the
exhibits. All the preliminary studies presented at the open house culminated in three (3)
alternative park layouts labeled, "A," "B," and "C."
City staff handed put a questionnaire form at the door to each of the approximate 200
citizens that attended the open house. A total of 117 forms were turned in, and the
information contained in these forms was analyzed by staff. The attached chart
synthesizes all the comments into several major concerns. Additionally, the citizens were
asked to vote on which conceptual plan they preferred. "A," "B," "C," or "No preference."
The open house was highly successful in exposing the work done on the park to date
to the public and getting their input for park design purposes. This information will be
used by staff and the consultants in both selecting which alternative park layout to
recommend and in refining the design. Staff will be presenting this information to the
Parks and Recreation Commission on April 20th.
