ITEM EXPLANATION: The attached letter addresses maintenance responsibilities and costs associated with the Split Pavilion. The letter was in response to a request for information presented at the City Council meeting of April 21, 1992. This response for requested information is independent, but relative to the Commission's Action of April 20, 1992 regarding the Split Pavilion maintenance and exclusion of the facility from the park inventory. Box 1426 Carlsbad, CA 92008 Dear Mr. Watson: The purpose of this letter is to respond to a request for information about the maintenance cost of the Split Pavilion. The Parks & Recreation Department is responsible for the maintenance of the facility. The primary reason that the Department is responsible is that it is similar to other facilities which it maintains and employees in the Department have the skill and expertise necessary for the maintenance of such a facility. The Split Pavilion was developed as part of the streetscape program improvements (i.e. landscaped medians, street trees, downtown fountain and landscaped parking area) and the Parks & Recreation Department maintains these areas. The annual maintenance cost of the facility is estimated to be approximately $5,000. The projected maintenance costs were originally estimated to $3,000. The unexpected vandalism and associated problems caused the estimate to be increased to $5,000 per year. This figure includes all maintenance and repairs to the parking area as well as the Pavilion area. As with any new facility, there are usually some unique and unusual expenses involved in start-up and it will take some time for the ongoing maintenance needs to stabilize and become more predictable. However, with the high public use of this facility and the vandalism that is occurring, continual maintenance will be required, not unlike any other heavily used facility. At the Council meeting on Tuesday, April 21,1992, you expressed your belief that maintenance funding for the Split Pavilion would come from the Percent for Arts Program. The Percent for Arts Program provides for the capital funding for arts facilities or features and was not established to provide ongoing maintenance funding. It is always been assumed that maintenance funding for this facility would be from operating revenue. If you have any further questions please feel free to give me a call at 434-2823. PARKS AND RECREATION COMMISSION RECOMMENDATION/SPLIT PAVILION At the April 20, 1992 Parks and Recreation Commission meeting, the Commission discussed in length, the Split Pavilipn. The item was requested to be placed on the April Agenda at the conclusion of the March Commission meeting. Specific areas of action were to include: The acreage amount and the pavilion area which is currently included within the Parks inventory as identified in the Parks and Recreation Element. The maintenance costs and responsibility for maintenance duties. The development review process through which the Split Pavilion was constructed. By a unanimous vote, the Commission made two (2) recommendations for Council consideration at the conclusion of the Agenda item discussion, they were: 1) That the Split Pavilion (sculpture park) and the corresponding acreage (.17 ac) be withdrawn from the parks inventory as identified in the Parks and Recreation Element. 2) That the maintenance responsibility for the Split Pavilion be assigned to the Utilities/Maintenance Department which currently assumes the maintenance associated with the sea wall. - Although the acreage amount of the site is relatively insignificant in terms of meeting the parks requirement in the Northwest Quadrant and could easily be eliminated from the inventory during the current General Plan update, the issue of maintenance responsibilities has fiscal implications of approximately $5,000 per year.
