ITEM EXPLANATION: The attached letter was received regarding the development of the Alta Mira Park site. The Commission can accept and file or direct staff appropriately. EXHIBITS: 1. Letter to Parks and Recreation Commission - April 20, 1992 WP51\AGENDA.BLS\592-6.AMP April 20, 1992 City of Carlsbad Parks and Recreation Commission Thank you for holding the design review meeting for Alta Mira Park in March, and for this opportunity for discussion. I believe building this park is eagerly awaited by the community. Of course, there is disagreement on what features should be placed in the park. Trying to incorporate everyone's wishes is a real challenge and you are certainly trying to meet it. As for myself, I'd be happy if I just had a safe, shady, green park to take a walk through. I have six specific comments I am submitting for your consideration. 1. SCOPE OF PARK What the plans show is a huge "recreation facility", not a park. A park breaks up built-up areas; it generally contains extensive landscaping, trees, grassy areas. A Community Building, a tennis complex with stadium, really don't need to be in a park at all. Is the acreage available really sufficient to support all the planned activities? Every design seems very congested. 2. FUNDS FOR PARK I do not believe the budget is realistic. When was the budget figure finalized, or is it only approximate? The figure seems too low to develop all the buildings and facilities. \ 3. PARKING All parking should be metered, seven days a week. This way, there is some orderly turnover of vehicles, possibly some revenue to the city, discouragement of abandoned vehicles and long-term parking. 4. SEPARATE THE TENNIS FACILITY The extensive tennis facility can be moved out of the park per se to the northern area. The facility, if used for tournaments, is a commercial activity with different parking requirements from other activities. Perhaps it should even have its own access. EXHIBIT 1 - - 25 5. SAFETY Park security is a major priority. Unfortunately, parks everywhere have become high crime areas. Right now, San Diego is trying to "reclaim" Balboa Park. Alta Mira Park should not be accessible 24 hours a day. There should be no more than two entrances, monitored. Although "bars" are unpopular in Carlsbad at the moment, the question of the park having some fencing or barriers should at least be discussed. Regular city police patrols may not be sufficient. Do we really want to send out the message, "Use this park at your own risk"? 6. USERS Who will get to use this park? Will it be the new gathering spot for Oceanside or Encinitas?
