TITLE: CITY HALL/ LIBRARY XERISCAPE PROJECT (ACTION) RECOMMENDED ACTION: Receive Staff report and comment on the City Hall Xeriscape Project. ITEM EXPLANATION: The City Hall and Library Xeriscape Projects are the first in a series of projects retrofiting the landscapes of several City areas to xeriscape themes. The general location of the City Hall Project will wrap around City Hall at the Corner of Pio Pico and Carlsbad Village Drive where currently exists a turf area. The Library portion is located between Carlsbad Village Drive and the Library parking lot where there is an existing turf area. The project will provide an example of low water use planting and irrigation systems and includes other landscape features commonly associated with xeriscape designs (i.e., rockscapes, hardscapes, etc.). There may also be opportunities for interpretive elements such as plant identification signs and explanations of xeriscape concepts. Part of the design will include a walkway from the sidewalk to the City walk that is separated from the existing driveway. Staff will present the conceptual plan at the meeting. FISCAL IMPACT: Funding will come primarily from the Carlsbad Municipal Water District General Account. Additionally there is approximately $5,000 set aside in a park fund for this project. The estimated cost of both projects is $43,000 (refer to exhibit 1). EXHIBITS: 1. Project Memo (with reduced plan) \WP51\MARK\XERI.PRO May 11, 1992 TO: PARK AND RECREATION DIRECTOR FROM: Park Development Coordinator CITY HALL AND LIBRARY XERISCAPE PROJECT: CONCEPT/COST ESTIMATE CONCEPT Attached is a proposed plan for the Xeriscape Project for City Hall. The goal of the design is to: 1. Promote xeriscape principals by utilizing drought tolerant plants, lawn substitutes, mulching, various use of non-living materials and textures, and water saving irrigation techniques. 2. Integrate the xeriscape design into the adjacent existing City Hall landscape (to keep it from looking tacked on or like an after thought). 3. Improve the entry into City Hall from the parking lot through the addition of steps, pavers, and a new walkway. No plans have been prepared for the xeriscape conversion at the Library parkway along Carlsbad Village Drive. It is proposed that this project would consist of replacing the existing lawn area with low water use ground cover and shrubs. Existing irrigation would be retained. Several walkways would be added between the sidewalk adjacent to Carlsbad Village Drive and the sidewalk adjacent to the parking lot to enable people to walk between the new ground cover areas.
