DEPARTMENTAL REPORTS
7. AB #592-7 STAGECOACH PARK BATTING CAGE
The Commission unanimously (4 - 0) endorsed the Batting Cage Donation Agreement
between the City of Carlsbad and La Costa Youth Organization, allowing their organization
to construct a permanent batting cage facility at Stagecoach Park, and recommended
approval by the City Council.
8. AB #592-8 CITY/HALL LIBRARY XERISCAPE PROJECT
The Commission unanimously (5 - 0) supported the proposed xeriscape project with the
addition of several suggestions as outlined by them after staff presentation.
9. AB #592-9 PARK MITIGATION FEE FOR INDUSTRIAL DEVELOPMENT
After a staff presentation on the implementation of a park fee for industrial development,
originally established through the adoption of Zone 5 LFMP, and an update of the fee
implementation for Zones 16 and 13 LFMP, the Commission unanimously (5 - 0) desired
to go on record as requesting that "any recreation facility developed with public funds
(Park Mitigation Fee) be opened to the public". The Commission also requested a status
update of the funds collected to date.

10. AB #592-10 NAMING OF PARK SITES SUBCOMMITTEE
The Commission reaffirmed the appointment of Ward, Finilla and Castner to the
subcommittee and appointed Hieneman as the alternate.
