RECOMMENDED ACTION: Consider Option B-and direct staff to incorporate the rest room facilities as a part of the Northwest Quadrant Park Enhancement Study. ITEM EXPLANATION: During the recent public review of the Split Pavilion by the Arts Office, one concern that was raised on numerous occasions is the lack of rest room facilities at the north end of the seawall in close proximity to the art sculpture. Staff was asked to prepare a report on the feasibility of a rest room facility in this subject area. This information was discussed at the Council 92-93 budget hearing. The Council directed that the issue of a rest room along the beach should be reviewed by the Parks and Recreation Commission and then forward a recommendation to the Council. The attached report (Exhibit A) details three (3) options, their cost estimates and suggests a location for a rest room facility. There are a number of other issues that would require additional analysis. Possible funding sources are: Grants PIL PFF GF unappropriated reserve Staff recommends that the Commission consider Option B and direct staff to consider the rest room facilities as a part of the Northwest Quadrant Park Enhancement program and fund it through public facility funds. Memo dated June 9, 1992 to Assistant City Manager 45 June 9, 1992 TO: ASSISTANT CITY MANAGER FROM: PARKS AND RECREATION DIRECTOR REST ROOMS CONSTRUCTION COST ESTIMATES (BEACH AREA) The following information relating to a location suggestion and cost estimates for a rest room facility at the beach area is submitted for your information. COST ESTIMATES OPTION - A Pad with two (2) portable units $ 30,000 OPTION - B Pad with block building $ 97,000 OPTION - C Pad with State prefab unisex model $125,000 OPTION - A (Portable Units) This is the least expensive of the three options. It would consist of construction of concrete pads with handicap access for (2) two portable units that would receive maintenance (3) times a week. Cost Estimate: Excavation, retaining wall, foundation and access $ 25,000 Administration 5.000 TOTAL $ 30,000 MAINTENANCE OPERATIONS: Rental of (2) two units per year $ 3,000 OPTION - B (Block Wall Building) This option would consist of constructing a block wall type rest room approximately 400 square feet, consisting of typical MEN and WOMEN stall concept with no dressing room area. An example of this type of construction would be the States rest room off of Tamarack Avenue. Cost Estimates: Excavation, retaining wall and concrete pad $ 15,000 20" x 20" rest room building 24,000 Fixtures . . 5,000 Pump system and installation 10,000 1 46 Utilities 7,000 Landscaping 1,000 Handicap access ' 10.000 SUBTOTAL $ 72,000 Administrative 25% 18,000 Contingencies 10% 7.000 TOTAL $97,000 Maintenance Operations: Annual maintenance and operation $ 11,000 OPTION - C (State Prefab Unisex Model) This option would consist of constructing a rest room facility similar to the new State unisex models located at the Moon Light Beach area in Encinitas and the just completed facilities at the new parking lot located near south Carlsbad, off of La Costa Avenue. Cost Estimates: Excavation, retaining wall and concrete pad $15,000 (3) three units with handicap sections and sinks 50,000 Pump system and installation 10,000 Utilities 7,000 Landscaping 1,000 Handicap access 10.000 SUBTOTAL $93,000 Administrative 25% / 23,000 Contingencies 10% 9.000 TOTAL $125,000 Maintenance Operations: Annual maintenance and operation $ 11,000 LOCATION In discussing the location of a rest room facility in this subject beach area with the State Parks and Recreation officials, we have found that a location has been selected in close proximity of the Split Pavilion. According to the San Diego Coastal State Park System General Plan, page 65, two locations have been delineated for comfort station replacement. Station 1 is located between Pine and 47 Walnut Avenue, while Station 2 is located between Acacia and Cherry Avenue, both were contingent on beach replacement and installation of beach protection devices and were to be portable units. In checking with the area state officials, they indicated that there are no funds identified in the Master Plan for any improvements along the Carlsbad coast. Staff recommends that if a rest room facility is constructed that it be located between Pine and Walnut Avenue, east of the sea wall walkway, adjacent to an exiting outdoor shower fixture. COMMENTS In constructing a rest room facility along any beach area, there are a number of issues to consider: Coastal Permits Availability of Utilities ADA Handicap Requirements and Access Vandalism Undesirable Actives Slope Stabilization Liability Storms/Hide Tides Maintenance and Operation Costs It should be noted that a more detailed analysis of cost and construction feasibility would be required for such a venture.
