DIRECTOR'S REPORT/AUGUST - SEPTEMBER, 1992
The passive park development plan for 5.5 acres of Hosp Grove across from the duck
feeding area of the Buena Vista Lagoon will be reviewed by the Coastal Commission on
Wednesday, August 12, 1992. The Commission staff report is recommending approval
of the project with some minor adjustments to the location of the access to the park off
of Jefferson Street. Pending approval by the Commission, Carlsbad can complete their
application for funding of the project from the State Department of Parks and Recreation.
Funding of $172,000 for the project is available from the 1988 Park Bond Act.
Although the Coastal Commission denied the installation of time-lock gates for three
(3) public accessways in July 1992, an important error of fact was inadvertently presented
within the Coastal Commission staff report. That error of fact was the basis for an appeal
of the denial. The staff report mistakenly identified the accessways as leading to a city
owned public beach area. The beach area is in fact owned by private property owners
and the premise for appeal is that the uncontrolled accessways are directly responsible
for the violation of the rights of private property owners during late night and early
morning hours. Section 30210 of the California Coastal Act states that "in carrying out
the requirement of Section 4 of Article X of the California Constitution, maximum access
and recreation opportunities shall be provided, consistent with . . . rights of private
property owners." The appeal is currently under coastal staff review.
Dedication ceremonies for the recently completed restoration and structure
stabilization work at the Carrillo Ranch will be held at the site on friday, August 14,
1992. As part of the project, the ranch house, barn and other out buildings were
retrofitted to meet the earthquake safety standards. The work was made possible
through several grants totalling over $500,000.
Three (3) Youth Tennis Day Camp Sessions were held August 3 - 7 at Carlsbad High
School. There were 60 participants ages 9 -13 years. UNOCAL, irj conjunction with the
Southern California Tennis Association, provided funding for the camp. Area tennis
teachers donated their time to make the event a smashing success. Approximately 31
children, ages 8-14 years participated in the Youth Volleyball Camp on August 3 - 7.
The camp was held at Stagecoach Park. The participants received T-shirts, shorts and
water bottles. A hot dog barbecue was held on Friday, August 7. The event was a big
success.

The 11th Annual Carlsbad Triathlon was one of the best triathlons in the nation. There
were 1,203 participants, 5,214 spectators, and 175 volunteers. Participants came from
as far away as Florida, Illinois and New Mexico. In the Pro-Elite Division, there were a
total of 31 participants.
The Fall 1992 Program Brochure has been completed (28,002 total). They will be
mailed to residents* on Thursday, August 13th. All recreation facilities will receive their
brochures by Monday the 17th.
The Swim Complex has had the busiest summer in many years. A Lifeguard Instructor
Course was held July 9 - July 23. The evening water polo just ended. Last day of
swimming lessons for the summer will be August 28. The 14th Annual Body Surfing
Contest was held at Carlsbad State Beach, August 8 & 9. 145 Bodysurfers were treated
to great waves, dolphins and a lot of sun.
On Sunday, July 12 the Senior Center sponsored the 4th Annual Old Fashioned Ice
Cream Social in Magee Park. Over 350 people enjoyed a lovely afternoon filled with ice
cream and music. The many services and activities at the Senior Center are made
possible only through the assistance of a large corp of volunteers. This year Julie
O'Grady a longtime volunteer for the Carlsbad Senior Program was selected by the
North County Retired Senior Volunteer Program as "Volunteer of the Year",
congratulations Julie!
The medians at Car Country have been renovated and the irrigation system has been
upgraded. The department has conducted first round interviews for the Tree Trimmer
Leadworkar position and final selection interviews will be held Wednesday, August 12.
