PARK DEDICATION PROPOSAL/CARRILLO RANCH

RECOMMENDED ACTION:
Receive an informational update regarding a proposal for additional park dedication for
Zone 18 of the Local Facilities Management Plan.
ITEM EXPLANATION:
Mr. Robert Ladwig of Ladwig Design Group, Inc., has requested to present an
informational update on a proposal for the dedication of additional parkland within Zone
18 of the Local Facilities Management Plan. This park proposal has been the subject of
study by the Carrillo Ranch Subcommittee which has been meeting for the past six
months and consist of representatives of several commissions and citizen groups. The
subcommittee was presented with this latest proposal on July 31, 1992. Their comments
and concerns as a result of that presentation are attached (Exhibit 1).
Staff will be available to provide background information or answer other questions the
Commission may have. Pending review of the environmental impact report for the Zone
18 Master Plan, official action at this time would be premature.

CARR1LLO RANCH MASTER PLAN
As a follow up to the July 31, 1992 Carrillo Subcommittee meeting where you explained the
most recent proposal for Carrillo park, the following issues still need to be addressed before
the Subcommittee can make any recommendations to the Parks and Recreation Commission.
1. Will in fact, the proposed school site (as per your plan) be accepted by the San
Marcos School District or do they desire the school site to be located elsewhere
within the Zone 18 Master Plan.
2. Park access off of Carrillo Way, rather than off of Melrose.
3. Requires City analysis of the EIR for Zone 18 Master Plan prior to any final decision
by the Subcommittee and/or Parks and Recreation Commission relating to proposed
parkland dedication.
4. Ownership and on going maintenance and operation responsibilities of the desiltation
basins and other constrained land offered as part of the dedication.
5. There are still questions regarding the exact delineation of the proposed parkland to
be dedicated.
6. Concerns arose about the type of fencing that surrounds the historic site.
7. Unrelated to the park proposal, a concern was raised about the access crossing
Melrose (tunnel).
8. Park credit issue.
The Subcommittee did appreciate your presentation where you outlined some recent
changes (i.e. day care facility, possible access and parking off Carrillo Way, additional buffer
,. area around the Deedie House).

The attached letter will serve as a recap of the July 31, meeting. Robert Ladwig presented
a park proposal to the Subcommittee. Concerns of the latest proposal are listed No. 1-8.
The next Subcommittee meeting has been scheduled for September 11, 1992 at 9:30 in the
City Council Chambers, 1200 Carlsbad Village Drive.
