CITY ATTY CITY MGR. O OO RECOMMENDED ACTION: Receive and comment on staffs report regarding the Kruger House Preschool Program and take appropriate action. ITEM EXPLANATION; Commissioner Heineman has requested an update on the Kruger House Preschool Program. Staff has prepared the attached report which provides background information about the program, its current philosophy, class requirements and registration procedures. Staff will make a presentation and be available to answer any questions the Commission may have. EXHIBITS! 1. Kruger House Preschool Report - 9/14/92 13 September 14, 1992 TO: RECREATION SUPERINTENDENT FROM: Recreation Supervisor KRUGER HOUSE PRESCHOOL PROGRAM BACKGROUND Staff has been requested to provide background information regarding the Kruger House Preschool Program. The Kruger House Preschool Program has been in existence since 1980 and is located at Holiday Park with similar programs being offered at Stagecoach and Calavera Community Centers. This program is offered during the regular school year from September to June. This report will identify the current philosophy of the program, as well as discuss class requirements, fees and registration procedures. DISCUSSION The Kruger House Preschool Program is a unique developmental program for Toddler and Preschool aged children in which parents participate and assist. Under the guidance of professional child development instructors the children experience a wide variety of pre- learning skills which includes physical development, cooperative play, independent problem solving, sensory perception and hands on learning. This model program also requires parents to participate as an aide in their child's class, thus making the program unique and affordable. Toddler classes meet two hours per week with parents assisting at each class. Preschool classes meet 2 1/2 to 3 hours, two to three times per week while parents assist twice a month. A minimum of eight children are required to hold each class with a maximum enrollment of twelve. Classes are gender balanced to develop good socialization skills and high self-esteem. Registration fees for the Kruger House classes range from $18 to $72 per each four week session with non-residents paying $3 more per child. Registration for Fall Preschool classes take place beginning in April and extends until classes begin in September. Currently all registration is handled by mail-in only. This year the Fall mail-in priority registration procedure for Toddler and Preschool classes went as follows: April 20-25 Preschool & Toddler students who are currently enrolled, i.e. Carlsbad residents and non-residents (Siblings not included) April 27 - May 23 Carlsbad residents currently not enrolled in Toddler and Preschool classes. May 25 - Sept. 4 Open registration for non-residents and Carlsbad residents who missed the April 27 - May 23rd resident registration period. 14 Page 2 Registration is taken on first come first serve iasis, once cla es are filled, a v. .ing list is established with Carlsbad residents having priority. Nor; ^sidents will be ailed after exhausting all possibilities for Carlsbad residents. All entries will be made to the list in the order received. The only time a name would be passed over is if a class is not gender balanced and we have to search for the next child for the needed gender, i.e., an equal number of boys and girls in a class. The benefit of this registration process secures the development quality of the program and allows Carlsbad residents first priority into entry level classes. This year one Carlsbad resident was concerned because she did not get her 1st choice of classes during the Fall priority registration period. Currently she is enrolled and participating in an afternoon class, however, as a resident she feels that she should have a hi1 her priority than non-residents who are currently enrolled. Staff has reviewed her c oerns and will be making modifications in the registration procedures fr -he next school y\ .ir. CONCLUSION Throughout the past several year's the existing registration process has been quite successful. The Kruger House Preschool Program is well known for its quality instruction and learning environments throughout the north county.
