RECOMMENDED ACTION:
Receive and comment on staffs report regarding the Calavera and Stagecoach
Preschool Program and take appropriate action.
ITEM EXPLANATION:
Commissioner Castner has requested an update on the Calavera and Stagecoach
Preschool Programs. Staff has prepared the attached report which provides
background information about the program, class requirements, fees, priority
registration procedures as well as statistics regarding enrollment. Staff will
make a presentation and be available to answer any questions the Commission
may have.

CALAVERA & STAGECOACH PRESCHOOL PROGRAM
BACKGROUND
Staff has been requested to provide background information regarding the
Calavera and Stagecoach Preschool Program. This program is similar in
nature to the Kruger House Program which was presented to the
Commission in September 1992. This report will discuss the current
philosophy of the program, class requirements, number of participants,
fees and priority registration procedures.
DISCUSSION
The preschool programs are currently being offered at both Calavera and
Stagecoach Community Centers. This developmental program is for toddler
and preschool aged children in which parents participate and assist. As in
the Kruger House Program, the children experience a wide variety of pre-
learning skills such as independent problem solving, physical development,
cooperative play and other experiences which will enhance their learning
skills.
Toddler and preschool classes are taught at each of these sites in which a
minimum of eight children is required to hold a class as well as the class
being gender balanced to help develop good socialization skills and build
high esteem. Currently the Stagecoach Program has forty one (41)
students enrolled with ninety one percent being residents of Carlsbad. The
Calavera Preschool Program has a total of fifty seven students with fifty
one students being Carlsbad residents. Registration fees for the Calavera
and Stagecoach Programs range from $12 to $62 per each four week
session with non-residents paying $3 more per child.

Unlike the Kruger House Preschool, the registration for Fall classes takes
place beginning in April and extends until classes begin in September. All
registration is handled by mail-in only. This year the Fall mail-in priority
registration procedures went as follows:
• Preschool & toddler students currently enrolled i.e., Carlsbad
resident and non-resident
• Carlsbad residents currently not enrolled
• Open registration for non-residents and Carlsbad residents who
missed previous priority registration period.
As per the direction of the Parks and Recreation Commission, the
registration priority system will be modified for the next school year. In
order to guarantee that Carlsbad residents have the first opportunity to
register and also the ability to choose the class that they want, the
following registration procedures will be instituted on a first come first
served basis for the next school year.
• Carlsbad residents currently enrolled (non-residents currently
enrolled retain priority status based upon Parks & Recreation
Commission Action of 9/21/92)
• Carlsbad residents currently not enrolled
• Non-residents currently enrolled
• Open registration for non-residents and residents who missed
previous registration period
It should be noted that in making this change the Commission also
grandfathered those non-resident students who are currently enrolled to
continue through the September session.
CONCLUSION
The Preschool Registration Policy has been modified thus guaranteeing
Carlsbad residents the first opportunity to register. It is now consistent
with other recreation programs, such as our Aquatics, Youth and Adult
Sports, Instruction Classes and Excursion Programs.
