TITLE:
NAMING OF PARK SITE
(ACTION)
RECOMMENDED ACTION:
Consider a recommendation of the committee formed to assist in the Naming of the
Alta Mira Park site location. Direct staff to forward the Commissioner's
recommendation to the City Council for their consideration.
ITEM EXPLANATION;
With the advent of Phase I construction of the Alta Mira park site and pursuant to the
naming of park sites policy adopted by the City Council in December 1991, a
committee has made recommendations with respect to the future park site in the
southwest quadrant.
Three (3) members of the Parks and Recreation Commission (Castner, Ward, Strayer)
were appointed to the Park Naming Committee. The committee engaged the
assistance of additional members of the community to serve on this committee and also
solicited public input during the name selection process. The attached report (Exhibit
1) will further define the committee process. However, the recommendations
forthcoming from the committee are as follows:
1. Name the new southwest quadrant park site "Poinsettia Community Park"
Alternatives - a. Hidden Valley Community Park
b. Paseo Del Norte Community Park
2. Request a name change of "Poinsettia Lane" to "Poinsettia Parkway"
3. Request a name change of "Hidden Valley Road" to Hidden Valley
Parkway"
FISCAL IMPACT:
The fiscal impact to name the new park site, "Poinsettia Community Park" will have
little or no cost involved. However, the fiscal impact to change the existing "Poinsettia
Lane" to "Poinsettia Parkway" will have a substantial cost associated with it.
The cost of a name change from "Hidden Valley Road" to Hidden Valley Parkway" is
not anticipated to be substantial at this time because the roadway has yet to be
constructed.

NAMING OF PARKS SUBCOMMITTEE REPORT
BACKGROUND
Staff was directed to coordinate a meeting with the Parks and Recreation Commission subcommittee to
propose a name for the upcoming new park located in the southwest quadrant of Carlsbad. Commissioners
David Castner, Cindy Ward, and John Strayer were selected to serve on the subcommittee with Dave Millikan
acting as a liaison.
RECOMMENDATION
The subcommittee recommended Poinsettia Community Park as the name for the park. Hidden Valley
Community Park and Paseo del Norte Community Park were chosen as alternate names. It was also
suggested that the current road Poinsettia Lane be renamed Poinsettia Parkway and the future Hidden Valley
Road be named Hidden Valley Parkway.
DISCUSSION
On November 5, 1992, the Parks and Recreation Commission subcommittee met to discuss possible names
for the new park site. As per Council Policy Statement #48 "Naming of Parks", the committee was able to
follow the established guidelines and procedures in the policy. (Attachment). After considerable input it was
decided to add additional residents to the subcommittee and solicit public input by sending press releases
to local newspapers and schools.
The subcommittee met again on December 3, 1992 with residents Pat White, John Earle, Juanita Rhodes,
and Mario Monroy to serve on the committee. Twenty-eight (28) names were proposed from the community
and reviewed by the subcommittee. The committee selected Poinsettia Community Park as the preferred
name for the new park. In addition, because of their proximity to future park sites in the area, Hidden
Valley Road and Poinsettia Lane were recommended to be changed to Hidden Valley Parkway and Poinsettia
Parkway.
FISCAL IMPACT
There would be no financial cost to the Parks and Recreation Department to make the recommended
changes. However, there will be a significant cost to the city to change the name of Poinsettia Lane, since
it affects freeway and street signs.
CONCLUSION
Poinsettia Community Park was selected as the preferred name for the new park site. Letters of appreciation
will be sent by staff to the community residents who served on the committee.

PURPOSE
To establish guidelines and procedures for the naming of parks, facilities and amenities within parks
and the renaming of parks.
STATEMENT OF POLICY
The Parks and Recreation Commission shall be responsible lor recommending the name of parks,
facilities and amenities within parks and for considering the renaming of paiks every 25 years. The
< .nmission will recommend and the City Council will determine the official name of parks,
facilities and amenities within parks.
PROCEDURE
At the appropriate time for naming a park or considering renaming a park, the Parks and
Recreation Commission will solicit public input. The proposed names shall be submitted in writing
to the Parks and Recreation Commission with justification to aid in considering the proposal. The
proposed name shall be placed on the Commission agenda, allowing appropriate time for review
by the Commission (and subcommittee, as necessary) and to publicize and receive input from the
public at the Commission meeting.
When considering proposals, the Commission shall emphasize the following criteria in making their
recommendation to the City Council:
Geographic location
Community significance
Historical significance
School name, when adjacent to a school
Individual person who shall have made a significant contribution to the City
