CONSENT CALENDAR
The following items were unanimously approved by the Commission (5-0-1)
1. AB #1092-1 DIRECTOR'S REPORT - October - November 1992
2. AB #1092-2 SUMMARY REPORT - The September Parks and Recreation
Commission meeting.
PUBLIC HEARINGS: NONE
DEPARTMENTAL REPORTS
3. AB #1092-3 RECEIPT OF DONATIONS - Receipt of donations (5-0)
4. AB #1092-4 RECEIPT OF DONATION - Receipt of a Carrillo Artifact, an Army
Special, Colt, Single Action, serial #1289 SA, gun once owned by Leo Carrillo
(5-0).
5. AB #1092-5 KRUGER HOUSE PRESCHOOL PROGRAM - At the request of
Commissioner Heineman, this issue was put on the agenda to allow for additional
public testimony. After hearing from 17 speakers the Commission voted 5-1 to
revise the recently approved (9/21/92) grandfather clause for the Kruger House
Preschool Registration Policy to limit non-resident participant priority to the current
1992/93 school year (September - June). The 1993/94 Preschool Registration
Procedure will be as follows:
Priority #1 - Carlsbad residents currently enrolled
Priority #2 - Carlsbad residents not currently enrolled
Priority #3 - Open registration for non-residents and Carlsbad residents who
missed previous priority registration period.

6. AB #1092-6 Calavera and Stagecoach Preschool Program - At a 5-1 vote the
Commission adopted to utilize the same registration policy as was previously
approved for the Kruger House.
7. AB #1092-7 Open Space/Trail Program Update - The Commission voted 6-0 to
accept and file the report.
8. AB #1092-8 Growth Management Program Update - This item was deferred to a
future meeting.
