REQUEST/MAGEE HOUSE (ACTION)
RECOMMENDED ACTION:
If the Commission concurs, allow the Historical Society joint use of rooms A,E & J and
exclusive use of one closet room (k) at the Magee House. In addition, relocate the large
oak table to tho Grancry building. ^ ^ " -• •.4-
ITEM EXPLANATION;
The Carlsbad Historical Society has requested expanded use of the Magee House. Staff will
provide an update of their request. Please refer to the attached staff report for further
information.

HISTORIC SOCIETY REQUEST - MAGEE HOUSE
Background
Amelia Irvine, President of the Carlsbad Historical Society has requested expanded use of
the Magee House for a Board meeting; committee get togethers, and other activities as
needed. She also has requested that the large oval oak table and chairs stored at the depot
be returned to Magee Park.
Comment
On Monday February 8, 1993, I met with Mrs. Irvine to discuss her request written to the
City Manager. We reviewed the original 1976 agreement (Attachment A) pertaining to the
use of the rooms at the Magee House, which basically divided the rooms between the
Historical Society and for City general purpose uses. I indicated to her that the use
relationship has been working well through the years. Mrs. Irvine stated that the depot was
not working out and requested that the Magee House use be expanded.

I proposed, and Mrs. Irvine agreed, that we could share rooms \J&&. J and that the City
would give them exclusive use of one of the closet rooms designated as (K). In addition, I
indicated that the Society could use any of the other facilities at Magee Park, (Heritage,
Granary) all she would have to do is fill out and submit a facility use agreement request.
Regarding the (5' x 11') oak table which is presently located at the north storage room at
the depot. I am proposing that it be relocated to the granary at Magee Park. It is my
understanding that the designated meeting room at the depot is not utilized to its fullest
extent because it is noisy and is in a deteriorating condition.
Recommendation
If the Manager's office concurs, I propose we take the Historical Society's request to the
Parks and Recreation Commission and recommend the following:

1. Allow the Society to jointly use rooms A,£", and J.
2. Give them exclusive use of one of the closets designated as (K).

RE: Magee House
Dear Mr. Patchett:
We were sorry to learn of the decision made on use of the Depot by the
Historic Preservation Commission at its recent meeting. Inasmuch as
we originally had been allocated space at the entry area of the Depot,
we were never able to have access to it because it was and has been
occupied by the Carlsbad Convention and Visitors Bureau.
We are willing to sacriface the intended use of the Depot by our
Historical Society, however, we would appreciate allowing school
children and people who come on historic tours of the City to be able
to view it from the interior as well as the exterior.
Since we have been deprived of our intended space at the Depot, we
hereby request more expanded use of the Magee House. As you may recall,
we previously had been conducting -our Board of Directors meetings in a
room of the Magee House which had the large oval table and chairs,
however, they were moved to the freight room of the Depot. Subsequently,
Mr. Mark Steyaert of the Parks & Recreation Department occupied this
room of the Magee House. We. attempted to meet in the freight room,
but it was totally unsuitable.
We now require space to conduct our Board of Directors meetings, room
for our committees to get together, and additional space where we may
have more activities for our membership as well as the public.
We would appreciate your serious consideration of our request, needs,
and current predictament.

USE OF THE MAGEE HOUSE
/\Statement of the Matter
Upon renovation of the Magee House, there would be 18 rooms available
for use. Six of these rooms could be utilized by the Bicentennial
Historical Society. The Parks and Recreation Department could use
. one room as a control center for the park and buildings therein. Two
of the spaces will be available for toilet facilities. The remaining
rooms could be available for meeting's, classrooms and storage.

RECOMMENDATION
Staff is recommending the following assignment of rooms (As designated
on the Environmental Design, Planning and Graphics drawing): rooms B,
C, D, E, Fy and 631 for the exclusive use by. the Bicentennial Historical
Society; rooms A, I, J, K, L, M and"if for general meetings and class-
rooms; room M could also be used as a kitchen on a small scale; rooms
H and P for public toilets; rooms K and O for storage; and room Q for
Parks and Recreation Control Center for park and buildings therein
"and would be manned by staff member.% .
It-.is further recommended that the Council reserve the right to review
such usage periodically to determine if such use should continue.
