Commission meeting.

SUMMARY REPORT OF PARKS AND RECREATION
COMMISSION MEETING - 9/20/93
CONSENT CALENDAR:
The following items were unanimously approved by the Commission (6-0).
1. AB #993-1 Director's Report - September/October 1993
2. AB #993-2 Summary Report - The August Parks and Recreation Commission.
3. AB #993-3 Receipt of Donation - The Commission received a donation of $1,655
from The Friends of Carrillo Ranch and recommended acceptance by the City
Council.
4. AB #993-4 Receipt of Donation - The Commission received a total of $5,210 from
various vendors in support of the Annual Body Surfing Contest and recommended
acceptance by the City Council.
DEPARTMENTAL REPORTS
5. AB #993-5 Chase Field/U.S. West Cellular Request - After staff report, public
testimony and Commission discussion, the Commission denied (4-2) a request by
U.S. West Cellular to construct a cellular antenna and ancillary facilities at the
Chase Field location.
6. AB #993-6 Open Space/Habitat Management Plan - The Commission received
an informational update on the Habitat Management Plan and Open Space Study
as it relates to the impact on park sites.
7. AB #993-7 Aviara Oaks Middle School Plav Field Development Update - Staff
presented an informational update and informed the Commission that the Roberti-
Z'Berg grant application for development has been approved by the State of
California.

8. AB #993-8 Stagecoach Park Batting Cages - The Commission received an
informational update on the time line for development of a batting cage facility at
Stagecoach Park by the La Costa Youth Organization.
9. AB #993-9 Grant Application/Federal Transportation Enhancement Activities
Program - The Commission was informed of recent Council action approving a
grant application to construct boardwalks along the Buena Vista Lagoon, property
acquisition for Maxton Brown expansion, and median landscaping.
10. AB #993-10 Landscape and Irrigation Practices - Staff updated the Commission
on the effects of current landscape and irrigation practices in light of water
conservation efforts, increased water rates, and reduced maintenance and
operation budgets.
11. AB #993-11 Poinsettia Park/Deed Restrictions - The Commission accepted a staff
report explaining the need for a deed restriction for approximately 10.5 acres of
previously identified sensitive property at Poinsettia Park in order to receive
development permits from the Coastal Commission and California Department of
Fish and Game.
12. AB #993-12 AB/2007 - Staff gave an informational report to the Commission
regarding a proposed assembly bill which would establish the formation of a San
Diego County Regional Park and Open Space District as a regional funding
mechanism to provide funds for park acquisition, development, and operations to
all jurisdictions within the County.
