TITLE:HOSP GROVE AND BATIQUITOS DR. OPEN SPACE FIRE PREVENTION REQUEST (INFO) RECOMMENDED ACTION: Accept and file staff report. ITEM EXPLANATION: During the November 2, 1993 City Council meeting, a request to address issues relating to fire prevention within Hosp Grove was presented to the City Council during the public input portion of the agenda. Subsequent to that request, another concern for fire prevention was relayed to the department for an area along Batiquitos Drive. Because both areas fall within the purview of the Parks and Recreation Department's responsibility, the Park Maintenance Superintendent has met and discussed the issue with the Fire Prevention Officer. The attached memo will outline the action recommended by the Fire Department and Park Superintendent to adequately address this issue. Staff will give an update and be available to answer questions. Memo - Park Superintendent - Hosp Grove Fire Prevention November 9, 1993 TO: CITY MANAGER VIA: PARKS AND RECREATION DIRECTOR FROM: PARKS SUPERINTENDENT HOSP GROVE - FIRE PREVENTION The Parks Superintendent met with the fire prevention staff and surveyed conditions at Hosp Grove. The inspection determined that a large amount of weed abatement and dead wood removal is necessary to bring the area into a safe condition for the adjacent property owners. In addition, to make the perimeter of the grove more fire retardent, it was suggested that tree chips be applied where feasible. The Fire Department has recommended a layer of leaves or mulch be left as a cover for any exposed ground. If the leaves were completely removed, it would create more weed growth (fire fuel) for subsequent years. Total leaf elimination would result in future fire hazard and/or substantially more annual maintenance required. The mulch and leaves create a barrier for germination of weeds and related brush growth. The magnitude of this project and the area's steep terrain makes it unable to be completed in a timely manner with existing parks staff resources. To complete the recommended fire prevention activity in a prudent way will require supplemental funding. It is estimated that $12,500 is necessary to provide an expedient fire prevention service. The costs include the following: Labor $10,000 Equipment 2.500 Total $12.5C Another area which can and should be addressed at this time is the Woodbine Banks. This is the property east of El Camino Real between Chestnut and Tamarack. Fire prevention staff have suggested we provide a similar service at this location. This area is maintained yearly with weed abatement on the lower section and periodic trimming on the upper section. The need here is to remove brush and dead wood from the middle of the slope. This project could be completed along with the Hosp Grove service at no additional cost. iXHIBIT 1 A third area which was surveyed was the Spinnaker Hills open space along Batiquitos Lane. It was determined that this area was not a hazardous condition at this time. This open space property is maintained on a periodic basis by Park staff and is also addressed by the weed abatement officer during the spring weed abatement program.
