COMMISSION MEETING - NOVEMBER 21, 1994
Consent Calendar
The following items were unanimously approved by the Commission (7-0).
1. AB #1194-1 Director's Report - November 1994
2. AB #1194-2 Summary Report - September 19, 1994, Parks and Recreation
Commission
3. AB #1194-3 Ethics in Government Act of 1990 - The Commission received a
memo from the City Attorney's office regarding an amendment to the Ethics in
Government Act of 1990.

Public Hearings
4. AB #1194-4 Subcommittee Report/Continued Recreational Use of the Aqua
Hedionda Laaoon - The Commission received the subcommittee report and
unanimously (7-0) directed staff to proceed to the City Council with the
following recommendations.
• At this time, in order to insure that the traditional recreation on the AHL
continues, the Parks & Recreation Commission recommends that the
City continue the lease with SDG&E, assuming liability and continue to
fund the AHL Patrol Program.
• Request additional funding in the amount of $14,325 in order to fund the
Lagoon Patrol Program through June 30, 1995. Implement the use of
volunteer forces when appropriate.
tXHIBIT 1
Reduce the expectation of a 100% self-sustaining basis for the AHL
program. Establish a goal for the AHL program to be 65-70% self-
sustaining.
The Commission recommends an increase of 2-1/2 times the existing
annual permit fee and 1-1/2 times the existing daily permit fee.
The City should request, and SDG&E should provide, a formal
commitment to dredge the AHL inner lagoon within the very near future.
The City should formally seek a financial contribution from SDG&E
toward the annual patrol program operation of the AHL.
