RECOMMENDED ACTION:
Appoint two Parks and Recreation Commissioners to a Consultant Selection Committee.
ITEM EXPLANATION;
Staff is preparing a request for the Carrillo Ranch Master Plan Consultant Selection Committee.
In accordance with the 1994-95 Capital Improvement Program, staff is beginning the Master Plan
process for Carrillo Ranch Park. The Master plan will be the guideline for future park
development in terms of both the programming and physical site planning.
The first step in the process is to select a park planning consultant to prepare the Master Plan.
The process for selecting a consultant will be as follows:
Step One: Send out a Request for Qualifications (RFQ) to solicit interested and
qualified firms.
Step Two: Review RFQ's and select a "short list" of 4-7 firms to submit more
detailed Request for Proposals (RFP) and to be interviewed.
Step Three: Review and rate the RFFs from the short listed firms.
Step Four: Interview the short listed firms.
Step Five: Make consultant selection
Staff recommends the creation of a Consultant Selection Committee to assist in choosing the
consultant. The make up of the Committee is recommended to be as follows:
• Parks and Recreation Commission (two members)
• Historic Commission (one member)
• Carrillo Ranch Curator
• Staff member (John Cahill, Municipal Projects Manager)
It is anticipated that a future subcommittee will be formed to overlook the actual Master Plan
process once a consultant is selected. The make up of this subcommittee will be determined at
a later date.
