PLAN STATUS UPDATE (INFO)
RECOMMENDED ACTION:
Accept and file staff report.
ITEM EXPLANATION:
The Park Development Coordinator will provide a status report regarding the
consultant selection committee's progress to date in efforts to secure a firm to
prepare a master plan for the future Carrillo Ranch Community Park.

CARRILLO RANCH MASTER PLAN:
CONSULTANT SELECTION COMMITTEE
Community Services Department staff are embarking on the Carrillo Ranch Park Master Plan
project. We are requesting that one representative from the Historical Commission be
appointed to assist in the selection of a consultant to prepare the Master Plan. The
Master Plan will be the guideline for future park development in terms of both the
programming and physical site planning.
Staff is assembling a "Consultant Selection Committee" to help in the process. The make up
of the Committee will be as follows:
• Parks and Recreation Commission (two members)
• Historic Commission (one member)
• Carrillo Ranch Curator
• Staff member (John Cahill, Municipal Projects Manager)
The process for selecting a consultant will be as follows:
Step One: Send out a Request for Qualifications (RFQ) to solicit interested
(Staff) and qualified firms.
Step Two: Review RFQ's and select a "short list" of 4-7 firms to submit more
detailed Request for Proposals (RFP) and to be interviewed.
Step Three: Review and rate the RFP's from the short listed firms.
Step Four: Interview the short listed firms.
Step Five: Make consultant selection
The selection process will occur over the months of February and March.
It is anticipated that a future subcommittee will be formed to overlook the actual Master Plan
process once a consultant is selected. The make up of this subcommittee will be
determined at a later date.
