ITEM EXPLANATION:
The Park Development Coordinator will provide a presentation regarding the pending
plans, specifications, and request for bid authorization in order to complete the
development of the Hosp Grove Special Use area.

RECOMMENDED ACTION:
Adopt Resolution No. approving plans and specifications and authorizing
the City Clerk to advertise for bids for Hosp Grove Park, "Buena Vista" Special Use
Area, Project No. 3431.
ITEM EXPLANATION:
The 5.5 acre park site is located within Hosp Grove near the comer of Jefferson
Street and Marron Road across the street from the duck observation area. The park
is designated in the Parks and Recreation Element as a Special Use Area and it is an
integral component of the Northwest Quadrant Park Enhancement Program approved
by the Council in 1993.
Both the Parks and Recreation Commission and City Council reviewed and approved
the park design in 1990, and in 1992, the City was awarded a grant of $172,000 for
the project from the California Wildlife Coastal and Park Land Conservation Act. In
addition the City has received a Coastal Development Permit and a Negative
Declaration.
The design will be unobtrusive and will complement the existing natural ambiance of
Hosp Grove. The project includes the following amenities:
Parking Lot (15 cars) Trails
Tot Lot Dry Creek Bed/Drainage Way
Picnic Tables Landscaping
Signage
Grading of the parking lot, erosion control, and irrigation for the project has been
completed by City forces. Plans and specifications have been prepared and are
ready to go to bid for the remainder of the work which includes parking lot paving,
tot lot, picnic areas, and trails.
FISCAL IMPACT:
The construction estimate for work outlined in the plans and specifications is
$120,000. The City Council has previously appropriated $172,000 (State Grant) for
the project in the 1994-95 Capital Improvement Program budget (account #380-820-
1821-3431).

equipment, transportation and other expenses necessary or incidental for said project,

WHEREAS, the City Council of the City of Carlsbad, California, has appropriated
sufficient funds for the construction of said project;

2. That the plans and specifications as presented are hereby approved

to publish, in accordance with law, notice to Contractors inviting bids for the construction
