AB# 196-8 TITLE: AVIARA OAKS SOCCER FIELD/REQUEST FROM
~FG 01/15/96 LIGHTNING SOCCER CLUB (ACTION)
UEPT CSD
RECOMMENDED ACTION:
Consider the request of Lightning Soccer and take appropriate action.
ITEM EXPLANATION:
The Lightning Soccer Club is requesting (Exhibit 1) the Parks and Recreation Commission consider
their request to not create a skinned infield on the baseball/softball field overlay located at the
southeast corner of the existing soccer field at the Aviara Oaks site.
In order to provide advanced development of the Aviara Oaks activity play fields, the City of
Carlsbad entered into agreements with the State of California, Carlsbad Unified School District, La
Costa Youth Organization and Lightning Soccer Club (formerly Leucadia/La Costa Soccer Club).
During negotiations with all organizations, the attached map (Exhibit 2) was used to define
development strategies. Based upon our departments philosophy of providing multi-use play fields
to maximize available resources, the baseball/softball field overlay at the southeast corner of the
"^ccer field was designated to be skinned in order to maximize field use during the baseball
^eason.
Although the vast majority of the soccer field depicted on the master plan will remain turf, the
Lightning Soccer Club is requesting that the City not skin the infield on the southeast field in order
that the seasonal soccer play will remain entirely on a turfed surface. Furthermore, Lightning
Soccer has indicated that they understood the infield would remain grass and therefore not affect
the turfed soccer field. (Exhibit 3)
In an attempt to satisfy the skinned infield needs for seasonal baseball play and the turfed surface
needs of seasonal soccer play, staff has tried to reconfigure the field layouts by moving backstops
and resituating the existing soccer field. Although in staff's opinion the impact of the skin infield
will be minimal, a reconfiguration of the fields will not avoid the encroachment of the skinned infield
upon the soccer field.

TO THE CITY OF CARLSBAD,
FROM THE BOARD OF DIRECTORS OF THE LIGHTNING SOCCER CLUB,
OUR SOCCER CLUB ENTERED INTO AN AGREEMENT WITH THE CITY OF CARLSBAD TO
IMPROVE THE FIELDS AT THE AVIARA OAKS MIDDLE SCHOOL PROPERTY. IT WAS OUR
UNDERSTANDING THAT ONE FULL SIZE TURFED SOCCER FIELD, AND ONE
BASEBALL/SOFTBALL FIELD WOULD BE DEVELOPED USING MONEY DONATED BY THE
LA COSTA YOUTH ORGANIZATION AND THE LIGHTNING SOCCER CLUB (FORMERLY
CALLED LEUCADIA - LA COSTA SOCCER CLUB). IT WAS OUR UNDERSTANDING THAT A
BACKSTOP WOULD BE PLACED AT THE SOUTH EAST CORNER OF THE TURFED SOCCER
FIELD BUT THE INFIELD WOULD REMAIN GRASS AS DISCUSSED AT THE MEETING HELD
SEPTEMBER 27, 1994 AT STAGECOACH PARK BETWEEN GARY COX DOUG DUNCANSON,
KEITH BEVERLY, ANNE WALSH, AND STEVE WALSH.
CURRENTLY THE LIGHTNING SOCCER CLUB PLAYS ALL HOME GAMES AT STAGECOACH
PARK. THE PARK HAS 3 MEDIUM SIZED SOCCER FIELDS WITH DIRT INFIELDS
ENCROACHING ON ALL THREE FIELDS. AVIARA REPRESENTED TO US AN OPPORTUNITY
TO DISPLAY TO OTHER SAN DIEGO CLUBS A TRUE GROOMED FULL SIZED SOCCER FIELD
WE CERTAINLY COULD BE PROUD OF ..... WE GLADLY DONATED MONEY FOR THIS
ENDEAVOR AND WE LOOKED FORWARD TO OUR OLDER TEAMS FINALLY GETTING THE
OPPORTUNITY TO PLAY ON A FULL SIZED FIELD.
YOU MAY ASK WHY A DIRT INFIELD WOULD BE A HINDRANCE TO PLAYING SOCCER.
ASK ANY SOCCER PLAYER HOW FOOTING IS A PROBLEM GOING FROM GRASS TO DIRT,
FALLING ON THE DIRT CREATES MORE SERIOUS ABRASIONS, AND THE MOMENTUM OF
THE BALL CHANGES DRAMATICALLY FROM GRASS TO DIRT.
YOU CAN THEREFORE UNDERSTAND OUR DISMAY WHEN WE HEARD THE CITY OF
CARLSBAD INTENDED TO IMPOSE A DIRT INFIELD ONTO THIS SOCCER FIELD.
OUR SOCCER CLUB WOULD CONSIDER THIS A GREAT LOSS TO OUR YOUTH AND WE ASK
THE CITY OF CARLSBAD TO RECONSIDER
WE HOPE THE CITY OF CARLSBAD AND THE LIGHTNING SOCCER CLUB CAN COME TO
SOLUTION THAT WILL BENEFIT THE YOUTH OF OUR CITY.
THANK YOU,

Chris,
Please find enclosed a signed copy of the amendment to the
agreement. Everything looks fine.
Now, if the weather would cooperate we could get the field planted. My
estimate is that it should be ready for stolonizing on Wednesday, April
26th. I will be in contact to verify the planting date.
