RECOMMENDED ACTION:
Receive Staff Report on the draft Barrio Specific Plan. Review and comment on policies and
programs relating to Parks and Recreation issues.
ITEM EXPLANATION:
The attached draft Barrio Specific Plan has been prepared as a result of council direction to
address concerns raised by citizens living within the older neighborhoods of the City known as the
Barrio. Initial concerns were addressed in 1993 when the City was in the process of
comprehensively reviewing the General Plan as well as land uses throughout the community.
During that period, the City Council determined that the timing was appropriate to examine land
uses in the Barrio as well. Accordingly, this draft document is the result of a comprehensive
community outreach program conducted by the City to give residents the opportunities to share
their ideas and concerns throughout the planing process. The Specific Plan addresses means by
which to improve neighborhood appearances, economic and social enhancements and land use
compatibility.
Mthough this plan is a comprehensive document dealing with many issues, to the extent that the
)lan outlines policies and programs relating to areas under the purview of the Parks and
Recreation Commission, Staff is requesting Commission review and comment. More specifically,
areas of review and comment should focus on Open Space, Parks and Recreation - Goals &
Objectives, Policies and Programs (pp 46-49) and Neighborhood Revitalization / Landscaping -
Goals & Objectives, Policies and Programs (pp 53-56).
Staff will provide the Commission with a presentation on these issues and be available to answer
specific questions. Commission comments will accompany the continued review of the Barrio
Specific Plan to the Planning Commission and City Council.
