ITEM EXPLANATION: The attached draft agenda bill is anticipated to go before the City Council March 19, 1996. As part of the application process, accompanying the agenda bill to City Council is the proposed wording for a historic plaque. The issue of landmark status has previously been conceptually approved by both the Historic Preservation and Parks and Recreation Commissions. However, with respect to the historic plaque and it's wording, staff is presenting this to the Commission as an information item only. The attached wording was initially submitted by the nominating organization E Clampus Vitus. It has subsequently been reviewed by department staff and two members of the Parks and Recreation Commission (Heineman and Baker) resulting in minor revisions. To the extent that the plaque wording will ultimately be recommended and submitted by the State Office of Historic Preservation for final approval by the Historic Resources Commission, this item must, at this point, remain informational. Staff does not anticipate any significant change to the plaque " vording as it closely parallels information contained in both the State application as well as the application to the National Register of Historic Places. CITY ATTY CITY MGR. _ " _ u u =>•oo RECOMMENDED ACTION: Adopt Resolution No. authorizing the mayor, on behalf of the City Council to register the Leo Carrillo Ranch as a State Historic Landmark with the State Historic Resources Commission. Approve placement of a registered historical landmark plaque within the park site. ITEM EXPLANATION: Staff has received a request by a historic preservation organization, E Clampus Vitus(ECV), requesting the City of Carlsbad consider an application to solicit California Historic Landmark Status for the Leo Carrillo Ranch from the State Historic Resources Commission. Milford Wayne Donaldson, FAIA, assistant historian for the local chapter of ECV has been instrumental in the preparation of application documents currently under review by the State office of Historic Preservation. Mr. Donaldson has previously been involved with the Carrillo Ranch since providing architectural services resulting in the major restoration work to ranch buildings several years ago. Mr. Donaldson has also prepared the Carrillo Ranch Historic Structures report and Maintenance Manual in association with past preservation efforts. In order to complete the application and proceed with further review at the State level, the Carlsbad City Council is being requested to submit a letter of permission to register the property as a California State Historical Landmark. Approval is also being requested for placement of a plaque acknowledging the site as a registered landmark. If Council concurs, staff would recommend that the plaque shall only be placed at an appropriate location within the boundaries of the park site. In anticipation of this request coming before Council, the issue has been reviewed and conceptually approved by the Historic Preservation and Parks and Recreation Commissions. This action is also supported by the friends of Carrillo Ranch organization. In 1986, the City Council adopted resolution #8922, which designated the Carrillo Ranch as an historic site under the City's historic preservation ordinance. In 1992, application was made and the ranch received selection to the National Register of Historic Places. In terms of restrictions which may apply to the site in association with State Historic Landmark Status, the office of Historic Preservation has indicated that any restrictions would be relegated to the local Historic Preservation ordinance. In effect, the City's designation is perhaps more restrictive than that of the National Register or the California Historic Landmark Status. In any event, should it become necessary, a process does exist by which the landmark status may be declassified. 72 DRAFT PAGE 2 OF AB# In addition to the notoriety associated with a designation of California Historical Landmark, the benefits of such action may enhance grant opportunities for development and/or ongoing maintenance and operation of the future Community Park site. However, pending completion of the Carrillo Ranch Park Master Plan, and ultimate development of the site as outlined in the Capital Improvement Program Budget, public visitation to the Ranch will remain restricted. FISCAL IMPACT: All cost associated with the application proposing Historic Landmark Status will be assumed by architect Milford Wayne Donaldson, FAIA, Inc. The cost is estimated between $3,500 and $5,000. The estimated cost of the bronze plaque and supporting masonry monument (if required) is approximately $5,000 to $6,000. Manufacturing and installation cost will be assumed by the local chapter of ECV. EXHIBITS: 1. Resolution No. 2. Letter of proposal - January 8, 1995. 3. Application to state office of Historic Preservation. 73 DRAFT RESOLUTION NO. 1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF 2 CARLSBAD, CALIFORNIA, AUTHORIZING THE MAYOR, ON BEHALF OF THE CITY COUNCIL, TO REGISTER THE LEO 3 CARRILLO RANCH AS A STATE HISTORIC LANDMARK WITH THE STATE HISTORIC RESOURCES COMMISSION AND 4 APPROVE PLACEMENT OF A REGISTERED HISTORICAL 5 LANDMARK PLAQUE WITHIN THE PARK SITE. 6 WHEREAS, the Squibob Chapter of E. Clampus Vitus, a historic 8 preservation organization is requesting to nominate the Leo Carrillo Ranch for 9 consideration by the State Historic Resources Commission to receive California 10 registered Historic Landmark status, and * WHEREAS, Architect Milford Wayne Donaldson, FAIA, Inc. has prepared an 12 application for nomination for review by the State Office of Historic Preservation at 13 his expense, and , 5 WHEREAS, in order to complete the application, the City Council must 16 grant permission to register the Leo Carrillo Ranch as a California registered 17 Historic Landmark, and 18 WHEREAS, the City is also requested to approve the placement of a 19 plaque acknowledging the historic significance of the site, and 20 WHEREAS, the Historic Preservation organization, E. Clampus Vitus, I* J. 22 Squibob Chapter, has offered to pay for the manufacture and installation of the 23 plaque, and 24 WHEREAS, the request for California State Historic Landmark status for the 25 Carrillo Ranch has been conceptually approved by the Carlsbad Historic 26 Preservation Commission, Parks and Recreation Commission, and has also been 27 endorsed by the Friends of Carrillo Ranch organization, and 74 DRAFT WHEREAS, the Carlsbad City Council agrees that a designation of 2 California State Historic Landmark is a status becoming the Leo Carrillo Ranch, 3 and4 5 WHEREAS, even though the site may receive State Historic Landmark 6 status, public visitation to the future community park site will remain restricted 7 pending development of the park to a standard acceptable for public visitation 8 and recreation; 9 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of 10 Carlsbad, California, the following: 22 1 • That the above recitations are true and correct. 13 2. That the City of Carlsbad does hereby grant permission for the Leo 14 Carrillo Ranch to be registered as a California State Historical Landmark. 15 3.
