Summary Report - November 1996 Parks and Recreation Commission Meeting. 13 November 20, 1996 >•" TO: MAYOR LEWIS MAYOR PRO-TEM NYGAARD CITY COUNCIL MEMBERS FROM: Community Services Director SUMMARY REPORT OF THE NOVEMBER 18, 1996 PARKS AND RECREATION COMMISSION MEETING CONSENT CALENDAR: The following items were unanimously (6-0) approved by the Commission. 1. AB 1196-1 DIRECTORS REPORT - November 1996. 2. AB 1196-2 SUMMARY REPORT - October 21, 1996 Parks and Recreation Commission Meeting. PUBLIC HEARINGS: None DEPARTMENTAL REPORTS: 3. AB 1196-3 STREET TREE SUBCOMMITTEE REPORT By a unanimous vote (7-0) the P & R Commission accepted a recommendation of the street tree subcommittee which outlined the following: • Make a concerted effort to save the trees and also allow for the street overlay improvements ~\ on Donna Drive., including curb/gutter installation. • Separate the issue of future sidewalk installation due to the uncertainty of a timeframe for it's implementation. • Under supervision of the City's tree maintenance division and its certified arborist personnel, root prune trees and install bio-barriers to allow for road re-surfacing, curb/gutter replacement and to discourage future root growth. • Secure Hold Harmless Agreements from the homeowners at 2071 Janis Way (Cirrincione) and at 3280 Donna Drive (Wood) indemnifying the City in the event of future damage to their personal property as a result of fallen trees at their respective locations. • In the event Hold Harmless Agreements are not secured within 30 days, it is the recommendation of the Commission that the subject trees be removed in advance of the street improvement project. ***Both parties have indicated a willingness to provide a Hold Harmless Agreement similar to a proposed agreement which was the subject of discussion during review of the Agenda item. 4. AB 1196-4 NATIONAL YOUTH SPORT COACHES ASSOCIATION (NYSCA) The Commission received an informational update regarding the status of the recreation divisions efforts to provide NYSCA training to volunteer coaches for recreation programs by —x departmental employees who have received NYSCA clinician ranking. r v AB 1196-5 AQUA HEDIONDA LAGOON (AMD UPDATE Staff provided an informational update to the commission regarding an AHL Planning Workshop held October 31, 1996. Staff informed the Commission that AHL Foundation's previous request to implement an in depth study regarding the future recreational potential of the lagoon would return in January 1997.
