TITLE : CONCEPTUAL APPROVAL OF GOLF COURSE
ROUTING PLAN
RECOMMENDED ACTION :
Receive an update on the Carlsbad Golf Course Project and approve the Conceptual Routing
Plan including staffs recommendation to expand the golf course layout to the north side of the
creek in Macario Canyon.
ITEM EXPLANATION :
On April 4, 1997, the City Council approved contracts with a golf course architect (Casper/Nash
and Associates), golf course development and operations consultants (Raven Golf), and
environmental consultants (Tetra Tech). Over the last month, the consultants, City staff, and the
Golf Course Steering Committee, have been working to develop the routing plan for the golf
course. A "routing plan" is a schematic layout of the golf course and includes the rough hole
layouts, location of clubhouse, maintenance building, and other general features of the course.
The golf course site, which consists of 250 acres recently acquired by the City, as well as a
portion of Macario Canyon has many constraints and has proven a challenge in designing 18
quality golf holes. The major constraints include topography, environmental constraints, and
multiple alignments of major electrical transmission lines. Due to the numerous constraints, there
have been eight different layouts analyzed. The latest version of the routing plan, and what staff
3els is very close to a final solution, will be presented to the Commission.
Of particular note to the Commission is the use of a portion of Macario Canyon (future site of
Veteran's Memorial Park). In July 1995, the Parks and Recreation Commission conceptually
approved the use of a portion of Macario Canyon, specifically that area south of the creek in the
bottom of the canyon. Due to the extreme constraints mentioned above, staff has determined
that it will be necessary to also incorporate a portion of the canyon bottom on the north side of
the creek as part of the golf course routing plan. The subject area is located between the creek
and future Faraday Rd. This acreage, due to the constraints of the environmentally sensitive
creek and the slopes that will be created by future Faraday Road, is long, narrow and not suited
for active recreational uses other than golf. On the current Master Plan this area has been
identified as a site to house active playfields. However, staff has previously informed the
Commission that as a result of the expanding riparian habitat and more stringent environmental
regulations, this area will not be able to accommodate playfields. Therefore, staff does not feel
that utilizing this portion of Macario Canyon for the golf layout will adversely affect the future
Veteran's Memorial Park plans.
Staff will further explain the relationship of the City golf course project to Veteran's Memorial Park
and give a general update on the progress of the project at the meeting.
