SUMMARY REPORT OF THE AUGUST 18, 1997 PARKS AND RECREATION
COMMISSION MEETING
CONSENT CALENDAR:
The following consent items were unanimously approved by the Commission.
1. AB #897-1 DIRECTORS REPORT - August 18. 1997.
2. AB #897-2 SUMMARY REPORT - June 16, 1997 Parks and Recreation
Commission Meeting.

DEPARTMENTAL REPORTS:
3. AB #897-3 CITIZEN REQUEST/REST ROOM FACILITIES AT CARLSBAD
HIGH SCHOOL TENNIS COURTS
By a vote of 4-3 the Commission directed staff to refer the issue of providing
permanent rest room facilities at the Carlsbad High School tennis courts to the
City Manager's office in order that the matter may be scheduled for discussion by
the City/School Coordinating Committee. As part of the same motion, staff was
directed to initiate steps to upgrade the existing portable "Biffy" rest room to
include hand washing capabilities and additional weekly servicing.
4. AB #897-4 ZONE 19 (AVIARA) PARK SITE ADVANCED GRADING OFFER
The Commission unanimously (7-0) recommended conceptual approval of a
proposal by Aviara Land Associates to develop drainage and grading plans and
mass grade the Zone 19 (Aviara) park site in exchange for the release of a letter
of credit for $1.725 million currently held by the City. The recommendation was
contingent upon City Council approval of an amended and restated Aviara Parks
Agreement.
5. AB #897-5 SPINNAKER HILL TOT LOT/ANNUAL REVIEW
The Commission unanimously (7-0) approved the continued operation of the
Spinnaker Hill Tot Lot as supported, operated and maintained by neighborhood
residents on city owned right of way. Staff was further directed to return to the
Commission regarding the future operation of this area only as necessary.

6. AR ft897-6 CITIZEN REQUEST TO ESTABLISH A "DOG PARK"
The Commission unanimously (7-0) directed staff to further investigate the
possibility of establishing the Pio Pico Special Use Area as a park site to be used
for a canine recreation area. Issues requiring more review are neighborhood
notification, budget considerations, municipal code amendments, health, safety
and maintenance issues, etc.
7. AB#897-7 CITY/SCHOOL COORDINATING COMMITTEE
As an informational item, the Commission received and engaged in general
discussion regarding the minutes of the June 25, 1997 City/School Coordinating
Committee. In particular, relative issues were trade of Pine School, sewer
connection at Carlsbad High School and swimming pool parking lot
improvements.
