ITEM EXPLANATION : The Commission has received a request from Carlsbad Youth Baseball to construct a 12' x 6' bulletin board at Chase Field. The attached letter indicates the requesting party has been in preliminary contact with the Park Superintendent regarding the design, materials and placement of the bulletin board. Although staff does not object to the presence of a bulletin board, there are concerns over the size and placement of the board itself. Visibility of the Chase Field Complex from Harding street for surveillance reasons during the late night and early morning hours, should be a major consideration in the placement and size of the bulletin board. Another consideration should be the visibility of the board from a scenic perspective of the neighborhood and passing motorists. Therefore, staff would recommend that if a bulletin board is to be constructed that it be built inside of the baseball complex in close proximity to the existing flagpole, immediately west of the snackbar and restroom building. The size and building materials should be acceptable to the Park Superintendent but should not be of an obtrusive size and should be constructed of quality materials and craftsmanship. The Park Superintendent will be available to address the Commission and answer questions. o< o CO 5 Oo 1. Heil 3606 Milford Place Carlsbad, CA 92008 (760) 434-2656 September 2, 1997 Attention: Carlsbad Parks and Recreation Commission C/O Mr. Doug Du 1200 Carlsbad Village Drive Carlsbad, CA 92008 Dear Carlsbad Parks and Recreation Commissioners This letter is to request your support and permission to plan and build a bulletin board in the front of Chase Field on Harding Ave. in Carlsbad. If facing the storage building/snack bar from Harding Ave., the location of the bulletin board would be in the front and to the right of the storage building/snack bar in the triangle grass area, in front of the bike racks, but behind the bench seating. There would be stepping stones placed in the grass area to provide access to and from the concrete walking area. The bulletin board would be no bigger than 12 feet long and 6 feet high (from ground to top). It will be two sided and besugported by wood framing which will be secured in the ground by concrete. Th^Tiave foupdisplay areas would be metal framed with movable lockable sliding Lexan covered doors. The inside would be a black foam core used for posting various information for our league members and city officials. The wood frame would be painted to match with the remainder of the facilities at Chase Field, probably the brown color of the score keepers boxes. Lexan is the most vandalism proof material available for the clear sliding doors, and the brown is easy to paint over in case the wood frame fell victim to graffiti. Enclosed is a rough sketch of a possible design for the bulletin board for your review. The bulletin board would be constructed by licensed contractors. The labor and the supplies would be paid for through donations from major corporations. In return, Carlsbad Youth baseball would allow an engraved plaque to be securely attached to the side or top of the bulletin board with the names of the companies who supplied the funds in order for the bulletin board to be constructed. Currently we are working with local cable companies and , Home Improvement warehouses attempting to obtain the funds required for construction. * ' The construction would be completed within two weeks of the start date.
