ITEM EXPLANATION : During the June meeting, the Commission directed staff to initiate steps to graphically update the current Veteran's Memorial Park (VMP) Master Plan, including any significant changes to the surrounding areas. Staff was also directed to revise the text of the Master Plan Document to reflect those changes. To date, staff has had discussions with a former Parks and Recreation Commissioner whose professional occupation is a landscape architect and who also played an instrumental role in developing the existing VMP Master Plan. General discussions have centered around his willingness and cost to assist in the preparation of the graphic elements associated with the Master Plan. These discussions are preliminary, however, he has displayed an interest in performing some of the Master Plan revision. In addition, staff has developed an inventory of issues which need to be addressed, amended, revised, or otherwise changed as part of the VMP update. Those issues include, but may not be limited to the following internal changes or external and surrounding influences: I. INTERNAL ALTERATIONS • Golf Course • Cannon Road mitigation area • Expanded riparian area • New and / or endangered species / habitat • AHL South Shore Study results • Faraday Road alignment • Shooting Range II. INTERNAL DELETIONS • Ballfields in the canyon floor • 2 Large picnic areas • Botanical Garden • Camping area • 1 Restaurant (?) 51 AB#997-8 Page 2 III. WHAT REMAINS IN THE MASTER PLAN • Tennis Center • Amphitheater • Cultural Arts Center (?) • Conference Center • Trails • Hub area - Vistas / Trails - Interpretive Centers - Soccer Fields - Boat Launching Facility IV. SURROUNDING INFLUENCES • Lego Amusement Park / Resort (Private) • Golf Course (s) • Agua Hedionda Lagoon • Zone 5 Industry / Airport • Kelly Ranch Development • Wetlands • SDG&E / AHL Dredging There are several issues which will, or may have a direct influence upon any future Master Planning efforts in VMP. Before staff can proceed with more definitive plans, resolution to a number of issues having a direct influence on any future park design concepts will need to occur. Those issues are: • South Shore Study • Golf Course • Cannon Road Mitigation • Faraday Road Alignment • Habitat Management Plan / Negotiations Staff will however continue to address the Master Plan revision to VMP in an effort to maintain and provide a working document for current reference.
