TITLE: PARKS AND RECREATION
COMMISSION WORKSHOP (ACTION)
RECOMMENDED ACTION:
Discuss issues relevant to a Parks and Recreation Commission Workshop and direct staff
accordingly.
ITEM EXPLANATION:
Each year the Commission conducts an annual workshop in an effort to work more effectively as
a group, and discuss issues, recommend change and/or implement new strategies as a way of
fulfilling the purpose of the Commission, that is, advising the City Council and matters pertaining
to Parks and Recreation related issues.
In advance of this years workshop staff is requesting issues, or topics of discussion that
Commission members would like to add to the workshop agenda. In addition, discussion should
also indicate the preference of the Commission in terms of the meeting time and date. Staff
members may also have suggestions in terms of workshop agenda items.
Examples of previous years workshop topics of discussion have been:
• Goal setting
• Commission performance review
• Expectations and responsiveness to community needs
• How to run an effective meeting
• Committee assignments
• Facility Standards
• Fiscal impacts of Commission actions
• Parks and Recreation Element

SUMMARY OF PLANNING COMMISSION MEETING OF AUGUST 20,1997:
1 ZCA 96-04/LCPA 96-01 - HILLSIDE DEVELOPMENT ORDINANCE - By a 6-0 vote
(Noble absent) the Commission continued to October 1, 1997, a Zone Code Amendment
and Local Coastal Program Amendment to revise the City's Hillside Development Ordinance
and Uses Generally regulations (Chapters 21.95 and 21.53 of the Carlsbad Municipal Code
to: (1) streamline the Hillside Development Permit process, (2) clarify and simplify the
Hillside Development Ordinance to make it more user friendly, and (3) incorporate new
development standards to address identified Ordinance issue areas.
2. SDP 93-03(AVCUP 93-02X1 - POINSETTIA COMMUTER RAIL STATION - The
request for an amendment to Site Development Plan 93-03 to allow Friday night and
Saturday commuter rail service and to authorize the use of loudspeakers at the Poinsettia
Commuter Rail Station and for an extension of Conditional Use Permit 93-02 to allow the
continued operation of the commuter rail station parking lot was continued to October 1,
1997.
3. CUP 97-08 - GERICO COMMUNICATIONS SITE - The Commission voted 3-1
(Welshons no, and potential conflicts of interest for Compas and Monroy) to approve a
Conditional Use Permit to allow the installation of an equipment building and two directional
cellular panel antennas on a 55' high monopole located at 850 Tamarack Avenue in the C-2
Zone.
4. CDP 96-10 - NORTH BATIOUITOS SEWAGE FORCE MAIN- The Commission voted
6-0 to approve a Mitigated Negative Declaration and Coastal Development Permit to replace
the existing North Batiquitos Sewage Force Main and a water main on property which is
located north of Batiquitos Lagoon and east of Interstate 5.

SUMMARY OF PLANNING COMMISSION MEETING OF SEPTEMBER 3,1997:
1. GPA 96-05/MP 139fF> - RANCHO CARRILLO MASTER PLAN - By a 7-0 vote, the
Commission recommended approval of a General Plan Amendment, and Master Plan
Amendment on the property located south of Palomar Airport Road, west of the eastern City
limits, east of Bressi Ranch, and north of Local Facilities Management Zone 6, in Local
Facilities Management Zone 18.
2) SDP 96-13/SUP 96-09/LFMP 87-05(DVLFMP 15(A) - PALMER WAY INDUSTRIAL
PARK - The Commission voted 7-0 to approve a Site Development Plan, and Special Use
Permit, and recommended approval of a Local Facilities Management Zone boundary
adjustment to allow development of an industrial office park on a site located South of
Cougar Way on the east and west sides of Palmer Way within Local Facilities Management
Zone 15.
