SUMMARY REPORT OF THE SEPTEMBER 15,1997 PARKS AND RECREATION
COMMISSION MEETING
CONSENT CALENDAR:
The following consent items were unanimously approved (6-0) by the Commission.
1. AB #997-1 DIRECTORS REPORT - September 1997.
2. AB #997-2 SUMMARY REPORT - August 18, 1997 Parks and Recreation
Commission Meeting.
3. AB #997-3 REST ROOM FACILITIES @ CHS TENNIS COURTS
The Commission received follow up information relative to the CHS tennis court
rest room facilities.
4. AB #997-4 STATUS UPDATE/ZONE 19 PARKSITE GRADING
After being pulled for discussion, the Commission was informed of the Hillman
Company's decision not to pursue their previous proposal to advance grade the
Zone 19 park site in exchange for the City's release of the letter of credit for
$1.725 million which guarantees future park construction as outlined in the
existing Aviara Parks Agreement.

DEPARTMENTAL REPORTS:
5. AB #997-5 REQUEST TO CONSTRUCT BULLETIN BOARD AT CHASE FIELD
The Commission unanimously (5-0-1) approved the placement of a bulletin
board at Chase Field. Placement, construction material and craftsmanship are
to be installed by representatives of Carlsbad Youth Baseball to the satisfaction
of the Park Superintendent.
6. AB #997-6 NORTH COAST HORSE RIDERS ASSOCIATION
Pending the outcome of the City's ability to fund the proposed City-wide Trail
System, the Commission unanimously (6-0) recommended to refer the North
Coast Horse Riders Association request to increase equestrian use of the trails
to the Planning Department for further consideration. The group was also
advised to pursue equestrian trail development as part of the Veteran's Memorial
Park Master Plan and its ultimate development.

7. AB #997-7 CARLSBAD BOULEVARD REALIGNMENT & LAND USE STUDY
The Commission received an informational update regarding City Council's
direction of staff to prepare a Land Use and Feasibility Study to evaluate the
opportunities and constraints associated with a proposal to realign Carlsbad
Boulevard from Manzano Drive to the Batiquitos Lagoon.
8. AB #997-8 VETERAN'S MEMORIAL PARK MASTER PLAN UPDATE
The Commission received an informational update regarding staffs initial efforts
and actions to implement an update to the existing Veteran's Memorial Park
Master Plan.
9. AB #997-9 PARKS AND RECREATION COMMISSION WORKSHOP
The Commission unanimously recommended to hold their workshop on
November 12, 1997, beginning at 5:30 p.m.
