CSD TITLE : CITIZEN LETTERS REGARDING SWIM COMPLEX REQUEST (INFO) RECOMMENDED ACTION : Accept and file. ITEM EXPLANATION : Staff recently received the attached letters addressed to the Parks and Recreation Commission (Exhibit 1 & 2). In addition, the City Managers office and City Council have also been receiving numerous letters requesting the development of an additional community swim complex. During both the 1996-97 and 1997-98 budget hearings, the City Council also heard many individuals speak during the public comment in favor of developing another swimming pool soon to serve the needs of a rapidly expanding aquatic user group within the community. Staff has prepared the attached (Exhibit 3) response in reference to these citizen requests for another pool, and is in the process of preparing a more detailed report to the City Managers office to further address this issue. Although the 1997-98 Capital Improvement Program technical appendix references that a 3-4 million dollar swim complex may be added as part of the future Alga Norte Park Development; funding for the pool facility has yet to be identified and secured. Consequently, City staff is continuing to address this ongoing issue. However, its eventuality is very much contingent upon site availability, securing development and ongoing maintenance funding and the progression of the city's Park Development program. Letter from Acting Recreation Superintendent 14 Sept. 13, 1997 Mayor Bud Lewis 1200 Carlsbad Village Drive Carlsbad, California Dear Mayor Lewis, If "Carlsbad Loves Kids", and we know they do, the kids of Carlsbad and North County need your help in building them a large enough swimming pool to hold daily year-round classes, training, swim meets and other water sports. The local 25-meter pool is not adequate to serve both Carlsbad High School and La Costa Canyon High School and the general public. We, as parents of swimmers, have to drive about 30 miles to La Jolla on a daily basis, year-round, in order to have enough water time for our swimmers. We travel the I-5 which includes the 805 merge on the way home sometimes taking as long as 45 minutes to an hour - not good! The La Jolla pool is the closest 50-meter pool available for swim meets. Each swim meet brings kids and parents into town for 3 to 4 days (sometimes longer). These families would use Carlsbad hotels, motels and restaurants while they are attending the meets. Good business for Carlsbad! A new, larger pool would be good for Carlsbad and it would be good for our kids! We need your help in making this a TOP PRIORITY item. It has come to my knowledge that a second swimming pool is being considered for Carlsbad. I have been swimming with the team for seven years. I started at the Carlsbad Boys' and Girls' Club and the Carlsbad Community Center Pool. Now I have to travel a total of 30 minutes to get to La Jolla to swim in their 50 meter pool. This is very hard to deal with 6 days a week, year around. Also in the summer, we must travel two times a day three days a week and once a day three times a week for our morning and afternoon workouts. The traffic gets very hectic coming home in the evenings. Sometimes it takes an hour or more to get home because of the traffic being so bad. Building a pool will help the community as well as bring business to Carlsbad when swim meets are being held. Out of town competing teams and their families would be staying in local hotels and eating in local restaurants. Please try to understand how important this is to many people. The Community Services staff recognizes the tremendous effort you put forth in keeping your child involved in competitive swimming. We have seen the demand for additional aquatic programs and facilities. In the coming months, staff will be exploring ways to meet those needs (prior to a new pool being built. There are a number of issues that need to be resolved including: potential site locations, facility types and funding. We are optimistic that our research will help develop creative solutions for the entire community. Thank you for expressing your concerns regarding this matter.
