MASTER PLAN
RECOMMENDED ACTION :
Receive staff report, review and approve with appropriate comments the Leo Carrillo Ranch
Master Plan. Direct staff to proceed with the document for City Council consideration.
ITEM EXPLANATION :
Over the past year and one half, staff, consultants, and the Carrillo Ranch Master Plan Steering
Committee have been working to produce the above Master Plan.
The Master Plan is a comprehensive document that will serve as the blueprint for development of
the Carrillo Ranch as a historic community park. The Master Plan addresses the following major
categories:
• History of the ranch and Leo Carrillo
• Resources and data compilation
• Historical interpretive goals
• Site development concepts
• Economic development and phasing program
Staff and consultants will review the major components of the Master Plan at the Parks and
Recreation Commission meeting.
Each Commissioner has received a copy of the Master Plan for their review prior to the Parks and
Recreation Commission meeting. Due to the size of the Master Plan document, copies have not been
included as part of the attachments with this Agenda Bill. Copies for review are on file in the Carlsbad
Community Services Administration building as well as both the north and south Carlsbad libraries.
