PARK DESIGN CONSIDERATION
RECOMMENDED ACTION :
Approve Preliminary Design, review bidding and development options, and direct staff to proceed
to City Council for their review.
ITEM EXPLANATION :
The Skateboard Park plan before you is the culmination of public workshops and the expertise of
the design consultants. Three public workshops were held in November to gather ideas and
input from skaters, parents, and the Skateboard Committee. The first workshop was
introductory, to inform the public of the general project description and parameters, and to gather
preliminary ideas of what the skaters thought should be included in a successful park. In the
second meeting, the consultant presented several alternative plans for comment. Finally, the
third meeting was to present the final plan.
The final plan, a synthesis of previous plans, was enthusiastically embraced by the majority of
workshop participants, and includes the following features:
Approximately 15,000 square feet of skating surface
A variety of skating elements to provide varied skating experiences for all levels
A maximum height of 4' for any skating element
Concrete walk connections from the exitsting parking lot and sidewalk
Perimeter landscaping with grass viewing area and picnic tables
Drinking fountain
Portable restroom
Shade trellis (bidding optional)
Lighting (bidding optional)
An issue arose at the third workshop that centered around lighting of the skateboard park. At the
second workshop, when given the option between a larger skateboard park without lights, or a
smaller park with lights (due to budget), the consensus of the skaters was to have a larger
skating surface, and allow for lighting sometime in the future if funding sources could be found.
However, at the final workshop several participants had second thoughts about the importance of
lighting the park due to the fact that lighting would significantly increase the hours of use
(especially during the fall and winter months). Staff therefore recommends that lighting the park
remain an option during the bid process.
Another issue related to lighting is the concern expressed by the Palomar Airport that lighting
may disrupt the flight zone (the Safety Center is located within the "Flight Activity Zone" of the
airport and is subject to review by the Airport Manager). Staff has submitted a formal request to
the airport to review the lighting issue. Staff expects a reply by the end of December and will
report back to the Commission with their response.

Staff proposes that the project be put out to bid with options that include:
a) The entire skateboard park as presented to the Commission with lighting.
b) The entire skateboard park without lighting.
c) The skateboard park with reduced square footage skating surface and lighting.
d) The skateboard park with reduced square footage skating surface and no lighting.
When the bids are received, staff can better analyze the options and return to the Commission
for further review.
Finally, in accordance to Council policy, public art will become a part of this project. Some
ideas for including public art are: incorporation of a skateboarder image logo into some of the
concrete walls, paving enrichment around the drinking fountain, signage, and a memorial to a
young skater who died several years ago. The artist will be at the Commission meeting to
discuss these ideas. Regarding the memorial, a fund has been in existence to donate
specifically to the skateboard park in the name of the young man that died. To date, $870 has
been contributed to this fund. It is anticipated that ideas for both the art and the memorial will
be finalized at a later date and brought back to the Commission for future consideration.
Future anticipated schedule and processing steps for this project include:
City Council (approve preliminary plan) January
Submit plan for environment review and permits January
Planning Commission Hearing April
Plans out to bid July
Construction start September
Project complete November
