STAFF: BEVERLY I RECOMMENDED ACTION:
Direct staff to defer the February Commission meeting until February 23, (fourth Monday) or until
the next regularly scheduled meeting on March 16, 1998.
I ITEM EXPLANATION:
The next regularly scheduled Parks and Recreation Commission meeting is February 16, 1998
(third Monday). However, that date is a City holiday as is the gth of February (second Monday).
The Commission may want to hold a February meeting and if so, staff would recommend the
fourth Monday which is February 23,1998.
At this time, staff does not anticipate any issues needing to be addressed by the Commission
that are of a time sensitive nature and therefore, the Commission may want to consider canceling
the February meeting altogether.

SUMMARY OF PLANNING COMMISSION MEETING OF DECEMBER 17,1997:
1. SDP 97108/SUP 97-05 CARLSBAD COMMERCE PARK - By a 5-2 vote (Monroy/Welshons) the
Commission approved a Site Development Plan and a Special Use Permit to allow development of
an industrial office park on a site located south of Faraday Avenue and East of El Camino Real.
2. CUP 93-02/SDP 93-03tA) POINSETTIA COMMUTER RAIL STATION - The request for an
amendment to Site Development Plan 93-03 to allow Friday night and Saturday commuter rail
service and to authorize the use of loudspeakers at the Poinsettia Commuter Rail Station and for an
extension of Conditional Use Permit 93-02 to allow the continued operation of the commuter rail
station parking lot was continued to February 4,1998 (7-0).
3. CDP 97-42 - EATON RESIDENCE - The Commission approved (7-0) a Coastal Development
Permit to allow for the expansion of a single family residence within the City’s Coastal Zone, located
on a blufftop lot on the west side of Tierra Del Oro, north of Cannon Road on Assessor’s Parcel No.
210-020-12 within Local Facilities Management Zone 2. The project site is located in the Appeal
area of the Coastal Zone and may be subject to an appeal by the Coastal Commission.
4. CDP 97-50 - BEACH ACCESS RECONSTRUCTION - By a 7-0 vote, the Commission approved
a Coastal Development Permit to allow for the reconstruction of two existing beach access locations
within the City’s Coastal Zone, within the Coastal Commission Appeal area, located at the northern
terminus of Ocean Street and at Cherry Avenue.

5. CUP 97-04/SUP 97-01/HDP 97-06/CDP 97-08 - SUNRISE CARLSBAD - The Commission
approved (7-0) a conditional use permit, El Camino Real Corridor special use permit, hillside
development permit, and coastal development permit to allow the construction of a 64,757 square
foot professional care facility located on a vacant, pre-graded 5.92 acre infill parcel at the southwest
corner of Aviara Parkway and El Camino Real in the RD-M zone.
Bailey Noble was elected Chair for 1998 and Courtney Heineman, Vice-Chair.
