STAFF: STEYAERT DATE: 10-1 9-98 RECOMMENDED ACTION : Accept and file staff update. ITEM EXPLANATION : The City Council recently approved the bid for development of the Skateboard Park. The Park Development Coordinator will present a status update on its construction. A Ground Breaking Ceremony has been scheduled for 3:30 p.m. on October 28, 1998 at the Public Safety and Service Center. HD CITY MGRS RECOMMENDED ACTION: Adopt Resolution No. 98-303 accepting bids, appropriating an additional $1 85,066 from the GCC and awarding the contract for Project No. 3597 for the construction of the Carlsbad Skate Park to Sierra Pacific West. ITEM EXPLANATION: As part of the adoption of the 1997/98 Capital Improvement Program (CIP), the City Council appropriated $330,000 for the design and construction of the skate park. The City entered into a contract with David Evans and Associates to prepare a preliminary design report based on public input from three workshops. Based on the input from the public on the skate park elements, a preferred design alternative was approved by the Council earlier this year allowing the consultant to prepare final design plans and the construction specification documents. The Skate Park would be constructed and operated as follows: 15,000 square feet of skating surface on a parcel of approximately 40,000 square feet. Lighted park allowing use until 10 p.m. consistent with other City parks. Separation fencing between the park and Fire Station No. 5. Informal turf seatinglviewing as well as dispersed bench locations. An art element administered by the Arts Commission. Xeriscape landscaping in addition to shade trees. Drinking fountain. Portable restroom. Regulatory and informational signs. On June 23, 1998, the Council approved the plans and specifications and authorized the City Clerk to advertise for bids for the construction of the Carlsbad Skate Park on property located at the City's Safety Center complex on the south side of Orion Way, just east of Fire Station No. 5. The Purchasing Department received two (2) sealed bids on August 13, 1998. The bid specifications requested costs for the base construction items and a separate price for the lighting feature. A summary of the bid prices is shown below: All bid documents submitted by Sierra Pacific West have been reviewed by staff and found to be in order. 8. On April 15, 1998, the Planning Commission adopted Resolution No. 4270 approving a mitigated Negative Declaration to allow for the construction and operation of the Carlsbad Skate Park. $330,000 $260,000 -70,000 WITH LIGHTING WITHOUT LIGHTING $342,358 $254,432 68,472 50,886 34,236 25,443 $445,066 $3 30,?6 1 <$A 85,066> <$70,761> The Conditional Use Permit (CUP 98-05) was approved on April 15, 1998 pursuant to Planning Commission Resolution No. 4271. FISCAL IMPACT: Expenditures for the preparation of the alternative design report, and completion of the plans and specification document, including staff time, total $70,000 leaving $260,000 for construction and project administration. The cost estimate for the design, construction and administration of this project is as follows: As can be seen on the above chart, the construction bid amount currently exceeds the established budget. Staff believes that the lack of interest in bidding the project and the hi h bid prices are due Staff directed the consultant to review the bid package from Sierra Pacific West and prepare a report on the discrepancies between the Engineer's Estimate and the submittal bid prices. Based to the unique nature and relatively small scale of the project as well as the unfavora %r-m--r e I c imate. __ . - _. -- c- L 4 on this 1. 2. 3. evaluation, the following three (3) issues resulted in increasing the construction costs: Construction Schedule: The construction specifications requested that this project be completed in thirty (30) working days (approximately 5 weeks). Due to the size of the project, both the City and consultant project managers felt that this project can be completed in the timeframe prescribed. However, during the discussions with the contractor, this short construction window required the acceleration of various work elements and the price is reflected accordingly. Earthwork: The bid package estimates $82,000 for simple earthwork (Le., clearing and grubbing, over-excavation, imported fill material and finish grading) which is approximately $60,000 over the Engineer's Estimate. Based on the size of the site as well as the scope of the project, $82,000 seems excessive. This price may be driven by the shortened timeframe for project completion. Lighting System: The specifications, based on the Parks Department recommendation, proposes the installation of Musco lighting. The Engineer's Estimate for the lights was $47,000 with the contractor proposing approximately $88,000 for the same lighting system. Musco lights are the finest fixtures available and are the most expensive. Musco lights are used at most of the City's parks. Award the contract as designed (including lighting). 2. Award the contract without lighting (lights could be installed at a later date or private sponsor Direct staff to redesign the project to reduce scope and cost. Revising the construction specifications to increase the construction timeline, re-address the grading method, and allow for "equal" or less expensive lighting has the potential to reduce the construction cost by approximately $50,000-$60,000. These issues may also increase the contractors wishing to bid on the revised project. WHEREAS, plans have been reviewed by the City Council of the City of Carlsbad for the construction of the Carlsbad Skate Park - Project No. 3597; and WHEREAS, bids have been received by the City of Carlsbad for the construction of said project ; and WHEREAS, the low bid received to construct said project was submitted by Sierra Pacific West and is responsive; and WHEREAS, the low bid received to construct said project by Sierra Pacific West was in the amount of $342,358; and WHEREAS, the total estimated cost for the construction of said project, including contract administration and construction contingencies, is $445,066; and WHEREAS, the Council has previously appropriated $330,000 in the 1997-98 CIP for design, construction, administration and inspection of said project. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. 2. That the above recitations are true and correct. That the low bid of $342,358 submitted by Sierra Pacific West for Project No. 3597 for the construction of the Carlsbad Skate Park is accepted. 3. That Sierra Pacific West is to provide executed contract documents, suitable bonds and proof of insurance to the City Purchasing Officer within twenty (20) days of adoption of this resolution or such additional days that the City Manager, at his sole discretion, may allow.
