P&R STAFF: BEVERLY RECOMMENDED ACTION : INFO TITLE : DATA COLLECTION FOR PARK SITE FAClLINlACTlVlN GOALS & GUIDELINES Accept and file staff update. ITEM EXPLANATION : During the October Meeting, staff was directed to obtain the following information with reference to Agenda Item AB #I 098-5 “Park Site Facility/Activity Goals and Guidelines” 0 Demographics of Carlsbad 0 Facility Standards of surrounding communities 0 Update the existing inventory of Carlsbad ballfield and other amenities To date, and for an informational update, staff has obtained demographic information for the Carlsbad population and has obtained information on the Facility Standards of the surrounding communities of Oceanside, Vista, San Marcos and Encinitas. At this time, staff has yet to complete the ballfield/facility inventory. Staff will provide an informational update to the Commission on the information which has been collected with respect to park site/facility goals and guidelines. EXHIBITS: I. 2. SAN OIEGO CA 92101 (619) 595-5300 Source: SANDAG 1990 and 1895 Employment Inventortor. r Page3 of 3 4.3 NEEDS ANALYSIS BY FACILITY TYPE ELEMENT Children's Play Area Basketball Court Open Recreation Area The purpose of this part is to substantiate and augment the input received from the community and from City Staff regarding the need or lack of need for each type of recreational element (i.e. basketball court, soccer field). This has been done by comparing supply of each type of element with the demand, resulting in a numerical expression of theoretical need. In this case demand is generated by application of standards which are an expression of required quantities of elements per population quantity (for instance, the standard for tennis courts suggests that one (1) tennis court for every 4,000 residents should be provided). Several of the standards have been part of past master plan documents, revised for this report according to Commission and City Staff direction to more accurately reflect Oceanside characteristics. A list of these standards is provided in Table H. Table I 'Recreation Element Demand Analysis' describes this current need as well as projected need. This Master Plan assumes that there is a need for additional children's play areas, but will not provide a specific deficit number.
